POSITION DESCRIPTION: Performs advanced engineering work in the technical review of engineering documents for the Department's permit issuance program and related agreements. Administers the review of all permit application packages for compliance with Department Design Standards, Specifications, Access Management Rules, Florida Administrative Code(s), Utility Accommodation Manual, and all other applicable rules, regulations, codes and Department policies. Oversees the reviewing and processing of applications for permits to conduct special activities within the Department of Transportation's right-of-way for the District Secretary. Coordinates final approval of access permits (Category D and above), oversize bore permits, and all major maintenance and construction agreements.
Performs detailed engineering review and administration of projects within the district. Evaluates and provides technical reports on procedures, policies, materials, operational practices, and other Department related subject matters. Coordinates and participates in scope development and clarification project meetings for Maintenance. Performs phase plans reviews for Work Program design projects and coordinates phase plan reviews with the Operations Centers' Maintenance staff to ensure maintainability is feasible after project construction. Reviews Work Program Design and Construction Projects within the limits of arterial road Contract limits.
Performs Quality Assurance/Quality Control (QA/QC). Reviews of all permit offices throughout the district to ensure compliance with all applicable standards, specifications, statutes, rules, policies, and procedures. Ensures documents are tracked and reviewed by established deadlines and that all documents are circulated through the proper review channels, retained according to Department procedures, and stored in a neat, orderly filing system. Provides direction, guidance, and technical expertise of permit actions to all maintenance units within the district. Ensures that all funds acquired for permit application fees and mitigation fees are deposited in the correct accounts and those accounts are reconciled a minimum of every three (3) months.
Assist in the development and preparation of contract specifications for scopes of work and service. Assist in the development and preparation of estimates and costs for advertising contracts. Ensures compliance with Department policies and procedures. Provides engineering support in resolving project related problems. Provides technical assistance and related coordination activities with other entities within project limits.
Communicates/meets with public officials, engineering firms, developers, and the private sector to advise them of the procedures necessary to obtain Agreements for Maintenance, Construction Agreements, access, drainage, utility, general use, road closure, house moving/oversized load, solicitation, landscape/vegetation management, and banner permits. Provides pertinent information to applicants and engineers regarding the permitting procedure and assist them as needed throughout the process for approval. Performs conceptual reviews and attends pre-application meetings for plans, proposals, and permit submittals for consideration. Attends construction meetings of permit sites as needed during the construction process with permittee, consultant, department, and city/county officials to resolve concerns and assure compliance with Department standards and specifications. Properly documents all meetings, decisions, and discussion items in order to assure agreement and understanding

MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and two years’ experience in infrastructure design, construction, or maintenance.

A Competitive Area Differential (CAD) additive in the amount of $478.40 will be added to the annual salary.
