Your Specific Responsibilities:
Manages and directs the activities of the District Utility staff. Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Provides utility coordination guidance and training that is consistent with Florida Department of Transportation (department) and Federal Highway Administration (FHWA) policies to all involved stakeholders. Supervises and directs the preparation and development of all utility certifications for projects prepared by the District Design Office for letting. This includes, but is not limited to, all reimbursable and non-reimbursable utility agreements, executed utility work schedules, utility permit reviews, coordination with the Right of Way office for the utility subordination process, coordination with the office of work program and the office of the General Counsel. Ensures work program funding for utility work is in place. Ensures all utility work schedules are developed with a high level of quality, with an emphasis on cost effective and economical products that are in accordance with applicable federal regulations, state laws, and department policy and standards.
Provides technical utility support to all department offices from project development through construction, as required. Acts in an advisory capacity in the coordination of utility adjustments. Provides interpretation and direction in application of utility policies and procedures, Utility Accommodation Manual, and other issues related to utilities. Ensures that adequate support is provided to department offices in resolving issues or provides reviews or information as necessary.
Oversees the production of all documents prepared by the District Utilities office. Ensures all documents are developed in accordance with applicable standards, policies, procedures and guidelines set forth by the department and FHWA. Coordinates project activities with other work units and District Utilities office personnel to ensure compliance with the district's committed target dates.
Manages utility-related consultant contracts. This includes participating in the consultant selection process, scope of services meetings, evaluating technical proposals, and submitting results to the Professional Services Unit (PSU). Negotiates scopes of services, rates, and staff hours with consultants, as needed. Monitors and evaluates consultant performance. Prepares amendments and/or supplemental agreements for consultant contracts, as required. Reviews invoices and approves Consultant Invoice Transmittal System (CITS) for payment.
Assists with the development of the department 5-Year Work Program. Maintains frequent and close liaison with all design subsections, other departmental units, public and private utility agencies, Federal Highway Administration, cities, counties, and other local governmental agencies to ensure that stakeholder interests are considered and project schedules are maintained.
Reviews and processes utility invoices in accordance with the policies, procedures and guidelines as set forth by the department and FHWA. Reviews and processes any utility-related documents requiring the signature of the district design engineer and central office to ensure conformance with the latest criteria and requirements.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Utility Agreements.
- Utility Accommodation Manual (UAM), Plans Preparation Manual (PPM) and Construction Project Administration Manual (CPAM).
- Florida Statutes, Florida Administrative Code and FHWA policies as they relate to utility installations in the department’s right of way.
- Work program, financial services, right of way and legal functions as they relate to utilities.
- Roadway and bridge design and construction techniques as they relate to utility installations in the department’s right of way.
- Project scheduling. Knowledge of leadership practices.
Skills in:
- Establishing and maintaining effective working relationships with others.
- Planning, organizing, prioritizing and delegating the delivery of multiple projects.
- Acting as a liaison to other areas of the department, consultants, public and private utility agencies/owners, other government agencies, the public and other stakeholders.
- Performing field investigations.
- Operating a computer and utilizing Microsoft Office programs (Excel, Word, etcetera).
- Effectively communicating technical information, public speaking, written and verbal communication, and the development of presentation materials.
- Preparing scopes of services, negotiating and managing associated work efforts with consultants hired by the department and monitoring and evaluating their performance.
- Acting as a liaison to other areas of the department, consultants, public and private utility agencies/owners, other government agencies, the public and other stakeholders.
Ability to:
- Manage and supervise personnel using the department’s procedures and policies.
- Review roadway, bridge and utility design plans.
- Oversee consultants providing work products to the department as they relate to utility installations within the department’s right of way.
- Review, track and approve invoices.
- Rnalyze and interpret engineering data.
