Minimum Bi-weekly Rate of Pay: $2,094.06 Bi-weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher).
POSITION DESCRIPTION:
This position is located in Detention Services Central Regional Director’s Office and provides overall management of the Human Resource (HR) functions of the Central Region, Detention Services.
Manages, supervises, administers, and reviews region-level HR-related activities, including but not limited to: Recruitment & Selection, Employee Relations (including Performance Management, Discipline and Grievances), Classification & Pay, Attendance & Leave (including Workers Compensation and Family Medical Leave), and Training.
Provides consultation, guidance, and technical assistance on region-level HR activities listed above to Regional Management.
Ensures that HR functions are maintained in compliance with state and federal laws, rules, regulations, and guidelines established by the Florida Department of Juvenile Justice.
Ensures that all HR/Personnel activities are in compliance with applicable Career Service rules and Master Contracts.
Reviews HR policies and procedures to implement and make appropriate recommendations.
Develops regional operating policies and procedures to conform to state and federal laws, rules, regulations, and guidelines established by the Florida Department of Juvenile Justice.
Delegates assignments to regional HR staff with appropriate instruction/coaching and follow-up to deliver services in a timely and accurate manner.
Develops and maintains tracking mechanisms to ensure efficiency of HR operations.
Prepares responses to assignments and inquiries as it relates to regional HR matters.
Consults with Regional Management and other Department staff, providing recommendations regarding feasible solutions to problems.
Attends meetings and training as required.
Performs other duties as required.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
A valid driver’s license is required.
A high school diploma is required.
Knowledge of methods of compiling, organizing and analyzing data.
Knowledge of problem-solving techniques.
Knowledge of various computer software programs including: Microsoft Excel and Word.
Ability to understand and apply rules, regulations, policies and procedures.
Ability to prepare reports and records.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships with others.
PREFERRED QUALIFICATIONS:
An Associate’s degree from an accredited college or university and five year of management experience.
A Bachelor’s degree from an accredited college or university can substitute for the required experience.
Have at least 3 years of human resources experience.
