The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

Environmental Epidemiologist - SES:

The Environmental Epidemiologist SES serves as the Epidemiology Program Manager (EPM) under the supervision of the Community Health Director. The EPM position requires independence of initiative and judgment and will oversee several special programs in epidemiology. She/he promotes leadership skills, Hillsborough County Health Department vision and values and serves as part of a team for quality performance improvement.

Your Specific Responsibilities:

·        This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate. Supervisor should work with data system owners to ensure that employees have appropriate access to perform their job.

·        Develops investigative guidelines and strategic goals for the epidemiology program.

·        Coordinates and/or assists in the investigation of communicable diseases reported to the health department and in accordance with Florida Administrative Code Chapter 64D-3 and Florida Statute Section 381.0031.

·        Oversees surveillance activities including, but not limited to, the compilation of data, communicable disease reports and enhanced surveillance projects. Monitors the quality and timeliness of surveillance data. Evaluates program goals. Analyzes epidemiology data to determine trends, outbreaks, and patterns in communicable diseases in Hillsborough County. Writes reports based on communicable disease data including outbreaks.

·        Develop and track program budget, actively participate on the Community Health Management team and other agency work groups.

·        Activity participate as a member of the agency Program Management Team: review internal operating procedures, assist PMT workgroups as needed, and act as PMT Chair if selected by peers.

Required Knowledge, Skills, and Abilities:

Knowledge of communicable diseases and public health surveillance mandatory. Experience with statistical software and ability to perform analysis using data analysis software (MS Excel, Epi Info, etc.) mandatory, Ability to use SAS, SPSS preferred.  Possesses leadership skills and ability to lead a program/team, including performance management and quality improvement.

Qualifications:

Minimum:

·        Minimum of two years of supervisory experience in a public health setting. 

·        Knowledge and experience in conducting communicable disease investigation and surveillance.

·        Experience collecting and reviewing data to perform descriptive analysis. Experience using Merlin, doing syndromic surveillance and experience creating related reports.

·        Experience in public speaking and providing staff training.

 

Preferred: 

·        MPH or MSPH in epidemiology or biostatistics.

·        Minimum of 1 year of experience developing and monitoring a budget.

·        Minimum of 3-years of experience as a supervisor, including hiring and performance evaluations.
