HIRING SALARY RANGE: $2,215.42 – $2,867.02/biweekly range / $57,601.00 – $74,542.47/annual range

ANTICIPATED BIWEEKLY SALARY: $2,606.38

A Competitive Area Differential (CAD) additive in the amount of $478.40 will be added to the annual salary.

This position will develop and review cost estimates to ensure accuracy, completeness, and alignment with project scope and Department standards.

Your Specific Responsibilities:

Performs review of phase submittals to verify plans include all necessary pay items and pay item quantities reflective of work shown in plans to develop a complete cost estimate. Reviews Long Range Estimates (LRE) to verify project information is correct and accurately reflects scope of work shown in plans or other scope documents. Reviews Design Quantities & Estimates (DQE) to verify project information is correct and includes necessary pay items/quantities for a complete cost estimate. Prices pay items in (DQE) to reflect current market conditions and provides updated cost estimate to the Engineer of Record. Provides comments in Electronic Review Comments (ERC) as needed.

 

Establishes or updates construction cost estimates on all projects including complex and/or specialized projects in the Department’s Work Program utilizing the Long-Range Estimating (LRE) System or Design Quantities & Estimates (DQE) System. This requires obtaining the latest scope of work from the project and determining unit prices based on the latest cost data and trends available. Coordinates with Work Program and other departments during development of the construction cost estimate. Provides updated construction cost estimates on all projects in the 5-year Work Program for the annual review. Addresses projects not meeting work program criteria.

 

Prepares authorizations and official cost estimates on all projects including complex and/or specialized projects utilizing the Design Quantities & Estimates (DQE) System to establish pay item unit process. This requires a highly technical evaluation of construction plans, specifications, assessment of historical bid prices, knowledge of geographic pricing fluctuations, understanding of bidding competition in the project area and other related impacts to construction cost. Adjusts unit prices as necessary based on these factors. Posts the authorization estimate to Central Office’s server and timely transfers control of proposals and projects to Central Office (CO) for class 1 construction contracts.

 

Administers the LRE System, and Design Quantities & Estimates (DQE) System, Designer Interface Program and the AASHTO Preconstruction web-based system (estimates related functions) in the District. Coordinated with CO Estimates on application issues and recommends enhancements. Provides access or these applications to Department and/or consultant personnel that meet security criteria. Reviews LRE to verify project information is correct and the estimate accurately reflects scope of work shown in plans and other scope documents.

 

Prepares post-bid evaluations on all projects including complex and /or specialized projects for District projects identified on the contract bid review list. Runs the unbalanced items report, notice to contractor form and prepares other contract bid review documents necessary in accordance with Department procedures. Obtains completed and signed documents, as required by procedures, from the appropriate personnel and/or low bid contractor. Assists with determining root cause(s) of major differences between the contractor’s bid and the Department’s estimate that will justify award or rejection of the contract.

Coordinated and provides current and new pay item numbers, as needed, for Department designers, consultant designers, and utility owners. Coordinated with CO Estimates on pay item requests and resolves pay item issues on projects. Provides training in the use of the Basis of Estimates Manual for Department and consultant personnel as needed.

 

Provides construction cost estimating support for various offices in the District and other activities such as Value Engineering Studies, Risk Analysis Workshops, etc., as needed. Performs cost comparisons for alternate methods of construction. Prepares various reports and correspondence as required. Provides current State and District construction cost information to various offices, country officials and private consultant firms, as needed.

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Cost estimating for highway construction. 
  • Construction cost estimating software.
  • Design pay items, specifications, and historical bid unit cost data.
  • Construction techniques and methods. 
  • Construction plans development process. 
  • Contract bid analysis and evaluation.

 

Skills in:

  • Using engineering software, tools, and equipment. 
  • Using Microsoft products such as Word, Excel, and PowerPoint.
  • Communication, including verbal, written, and active listening. 
  • Reviewing and interpreting design plans and specifications.
  • Keeping work assignments organized and prioritized.

 

Ability to:

  • Analyze and interpret engineering data. 
  • Apply engineering quantitative techniques to estimate construction cost.
  • Establish and maintain effective Internal and external working relationships. 
  • Understand, interpret, and analyze design plans, specifications, construction cost data, and contract documents.
  • Prepare reports.

 

Minimum Qualifications:

A high school diploma or equivalent and three years of relevant employment experience or; an Associate’s degree from an accredited college or university and one year of relevant experience or; three years of higher education with a cumulative of 72 semester hours or 108 quarter hours.
