POSITION DESCRIPTION: Manage the District's freeway/arterial operations program. Develop operations contract documents and associated funding plans; coordinate or oversee the work of consultant/contract staff. Oversee development and implementation of corridor control plans and traffic timing plans; sign and seal engineering documents as required. Coordinate development and implementation of standard operating procedures to achieve freeway operations objectives.
Coordinate funding, planning and development of freeway/arterial transportation system management and operation (TSM&O) projects. Develop project scopes and schedules, funding plans and project-related public outreach plans. Manage various professional and contractual services contracts, including contract selection, invoice processing and evaluation, and extensive coordination and resolution of on-going project issues with external transportation partners and Florida Department of Transportation internal partners.
Coordinate with the Intelligent Transportation Systems (ITS) Support Manager in duties and responsibilities of managing the Road Ranger service patrols, Rapid Incident Scene Clearance (RISC) contractors, Traffic Incident Management (TIM) Team meetings (local and statewide), and Florida Highway Patrol (FHP). Administer operations/maintenance contracts for the Regional Transportation Management Center (RTMC) and ITS field devices.
Coordinate development and implementation of the TSM&O freeway/arterial maintenance program. Develop contract documents and program funding plans/processes. Coordinate Department and contractor staff as needed to achieve maintenance objectives.
Support development of the Department’s TSM&O program, at District, regional and statewide levels and provide support during the project implementation phase. Provide input on strategic and business plans. This includes participation on task teams, attendance at project meetings; interaction with Construction Engineering and Inspection (CEI) consultants, contractors, vendors, and Federal Highway Administration; and participation in project acceptance testing.
Develop and review studies, reports, and other documents relating to the District's Arterial and Freeway Management System program, including preparation of comments and recommendations relating to reviews.
Manage development, implementation and refinement of the Districts TSM&O Program Strategic Plan, TSM&O business plan and related plans, including Arterial Traffic Management Systems (ATMS) Master Plans, and 5-year Work Program that supports these plans.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledgeable of and skilled at traffic engineering/operation principles and analysis techniques. Knowledge of Transportation System Management and Operation (TSM+O) concepts, terminology, principles and practice. Knowledge of the Manual on Uniform Traffic Control Devices. Knowledgeable of and skilled at traffic engineering study guidelines. Knowledgeable of and skilled at identifying, analyzing and solving traffic operations, operational problems. Ability to analyze and interpret engineering data. Skilled in the use of computer applications such as Microsoft Word, spreadsheet, presentations applications, e-mail and internet. Knowledge of the correct use of English grammar and punctuation in communicating spoken and written business product. Knowledgeable of basic public outreach and marketing techniques. Knowledgeable of and skilled at project management and scheduling. Knowledgeable of and skilled at establishing working relationships effectively and working with others, outside the line of formal authority, to accomplish organization goals and to identify and resolve problems.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes, or be able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within six months from your appointment date.
OTHER JOB RELATED REQUIREMENTS: This position requires a Level 2 Background check in accordance with the Statewide Law Enforcement Radio System (SLERS) requirements and Section 282.709, Florida Statutes.
MINIMUM QUALIFICATIONS: Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes, or be able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within six months from your appointment date.
