Duties and Responsibilities

Strong business and program operations are essential for the Florida Highway Patrol (FHP) to protect and serve Florida’s residents and visitors.  As a General Services Specialist, you will help FHP by managing purchasing, fiscal monitoring and inventory activities for an entire Bureau. These responsibilities will include reviewing, tracking and monitoring troop expenditures, budget, and contract deliverables. Creating and/or monitoring the preparation and submission of requisitions and purchase orders/invoices for goods, services and supplies. Conducting inventory reviews and maintaining inventory information for accountability and compliance purposes. Preparing a variety of routine and special fiscal and property related reports such as troop expenditures, troop procurement needs, annual inventory, property destruction, etc. This position is also responsible for providing a high level of support by maintaining office operations in the areas of secretarial duties, maintaining records performing administrative duties, and providing assistance to the Bureau Commander. This position is responsible for compiling and disseminating routine and special reports and initiating special projects and activities. This position is also responsible for processing a variety of correspondence requiring special knowledge relating to FHP operations, providing support services to the Bureau’s Command Staff, attending training, reviewing and maintaining current literature, and understanding policies and procedures affecting the Florida Highway Patrol. To perform this job successfully requires an individual comfortable working with numbers and managing large amounts of data; someone who pays careful attention to detail and excels at ensuring accuracy. This work involves coordination with multiple offices/geographic areas and the selected applicant will need to be able to work effectively in an independent environment with minimal direction.

 

Knowledge, Skills, and Abilities

  • Strong inventory/information management, filing, and organization skills.
  • Knowledge of purchasing/contract management principles and practices.
  • Ability to collect, evaluate, summarize and report information to help ensure efficient and effective troop operations.
  • Ability to understand, interpret, and apply laws, rules, regulations, policies and procedures for operational and regulatory compliance purposes.
  • Skill in communicating effectively, verbally and in writing.
  • Skill in providing customer service to internal and external stakeholders in a tactful, courteous and non-judgmental manner.
  • Skill in MyFloridaMarketPlace (MFMP), Ariba or other electronic purchasing/accounting systems.
  • Skill in Microsoft Office applications, including Word, Excel and Access.

 

Preferred Qualifications
Preference will be given to candidates with the following:

  • Inventory, purchasing, budget and/or contract experience.
  • Experience working in MFMP, Ariba and/or other electronic purchasing/accounting systems.

 

Job Related Requirements

  • A high school diploma or equivalent is required.
  • This position requires heaving lifting, applicants must be willing and able to move and lift inventory weighing up to 50 pounds. 
  • This position requires the incumbent to be able to maneuver in narrow spaces and climb a ladder.
  • This position requires the incumbent to have and maintain a valid driver’s license in good standing. This means there can be no cancellations, suspensions, or revocations for a minimum of three years prior to employment and for the duration of employment. There can be no more than three chargeable crashes or any violation of Chapter 316, Florida Statutes, during any consecutive three-year period prior to and throughout employment.
  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

 

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
