Location: Pinellas, Hillsborough, Sarasota, or Lee County. Applicants interested in working in counties/cities other than these Counties will need to apply for positions advertised for those specific areas on the People First System.

 

This is an Internal Agency Opportunity for qualified candidates currently employed with the Department of Children and Families.  Teleworking is not an option.  We encourage all interested individuals to apply.  Some travel may be required.

This position will work closely with the Economic Self-Sufficiency Senior Management Analyst Supervisors, Program Administrators and other regional ESS managers.

 

The bi-weekly salary range for this position is $1,512.34 - $3,205.32.

 

 

Primary duties may include but are not limited to:

  • Work with all levels of management to determine core competencies required for key positions in the organization and identify specific resources to ensure acquisition and maintenance of those competencies.
  • Within the scope of available resources, plan, direct, deliver, and evaluate organizational development and professional growth activities.
  • Assist in building and maintaining a library of resources that address frequently needed and/or required competencies for staff.
  • Effectively provides/analyzes data and provides staff development and improvement information as indicated by:
    • Reviewing and analyzing Human Resource data to determine Departmental strengths and opportunities
    • Identifying targeted problem area and offering recommendations and follow-up
    • Compiling statistical reports and memos as requested
  • Effectively conducts training and/or developmental activities for staff as demonstrated by formal observations.  Observations can be conducted by managers or peers.
  • Effectively conducts training and/or developmental activities for staff as demonstrated by average scores on a standardized electronic survey of trainees.  An electronic survey should be completed as the conclusion of every training session.
  • Effectively plans and organizes Staff Development activities and forums for regional staff as demonstrated by:
    • Completes all project plans and project task lists associated with forums or workgroups timely 
    • Act as a Liaison between Departmental, Regional and External Agencies/Organizations
    • Ensures all staff development project resources are updated and archived.

 

 

Knowledge, Skills, and Abilities

  • Knowledge of the organization’s mission, vision and functions, how it’s social, political and technological systems work and operate effectively within them. 
  • Knowledge of Staff Development models, training and knowledge management, employee satisfaction and engagement, staff retention, and approaches to innovation.
  •  Knowledge of various computer systems used within the ESS Program including FLORIDA, AMS, People First- Time Entry and Hiring and Recruiting, ACCESS On-Line System, Tivoli, FLAIR and Document Viewing. Also, knowledge of Microsoft Office programs to include, Excel, PowerPoint, Word, and Outlook, and the ability to use these programs to complete assignments.
  • The ability to conduct training, facilitate small and large group events.
  • The ability to develop and maintain data sources for the purpose of running queries and developing reports as needed. 
  • Knowledgeable of methods for compiling, organizing and analyzing data for the purpose of preparing the Business Plans, Business Plan spreadsheets, and other reports as needed. 
  • The ability to organize work products, set priorities, determines short or long-term goals and strategies to achieve them.  
  • The ability to monitor and evaluate the outcomes of a problem and develop solutions to identify lessons learned or redirects efforts. 
  • Knowledgeable of program policies and procedures as mandated by federal, state, and local governing areas.
  • Knowledge of Temporary Cash Assistance (TCA), Food Assistance (FA), Medicaid, Application Management System (AMS), Quality Management System (QMS), ESS Online Data and Reports are preferred but not required.
  • Experience and knowledge in case management principles and activities preferred.
  • Knowledge of computers, presentation software, graphic design and A/V equipment preferred.

 

 

MINIMUM REQUIREMENTS:

  • Minimum of three years of case processing experience in programs related to Economic Self Sufficiency Program (ESS)
  • Bachelor’s degree from an accredited college or university.  Professional experience in a position where the major responsibility was determining eligibility, conducting investigations, conducting interviews, providing counseling, recruiting, billing or collecting accounts, checking credit, processing insurance policies or claims, or providing customer service can substitute on a year for year basis for the required college education.
  • Possess a valid driver's license.
  • Must be willing and able to travel.
