Your Specific Responsibilities:

This is an independent and complex administrative consultative/review position for monitoring of claims decisional accuracy and division-wide operations and quality management performance for the Division of Disability Determinations.  The position will be located in Tampa in the Disability Hearings Unit (DHU) where the selected individual will review Title II and Title XVI CDR Reconsideration (AKA Pre-Hearing) claims.  The individual in this position must possess an extensive working knowledge of existing and proposed Social Security Disability Program and Supplemental Security Income Program rules, regulations, guidelines, policies and procedures related to the federal and state programs.  Prior experience and success in developing, evaluating and processing adult and child CDR and CDR-Recon claims is a must.  This position requires a comprehensive understanding of medical, vocational and legal aspects involved in case development and adjudication, quality goals and continuous improvement in basic functions and relationships of the various entities within DDD.  The work involves data collection and analysis to support evaluation and decision making at various levels within the organization.  The individual serves as a management consultant/advocate to ensure operation and management practices are consistent with federal quality goals and standards.  Work is independently performed under the general supervision of a Social Service Manager and is reviewed through conferences and written reports to ensure attainment of targeted goals.

 

Reviews and analyzes statewide sample of disability decisions at the CDR Reconsideration (Pre-hearing) level to assess compliance with established program policies and to ensure conformance within established federal quality guidelines and standards.

 

Identifies decisional or documentation deficiencies in a statewide sample of claims; formulates appropriate plans to resolve specific issues or problems and prepares a written summary analysis of the deficiencies, to include specific recommendations for corrective action.

 

Identifies statewide operational problems in implementation of federal and state program policies and procedures and provides strategic guidance throughout implementation.

 

Monitors statewide applications of established cost effectiveness policies through sample case review; collects and analyzes data on developmental practices related to consultative examination purchases and provides written feedback regarding compliance or noncompliance with cost effectiveness policies.  Provides recommended alternative solutions for resolving issues in cost containment.

 

Consults with supervisory, medical and other professional staff to resolve problem areas identified in individual sample cases or other claims referred for specialized technical assistance.

Consults with operations staff regarding problematic adjudicative issues or to develop solutions for complex or sensitive case situations.

Reviews information from case review to monitor individual area office performance and identify potential quality problems or other significant trends in area office performance and provides recommended solutions.  Facilitates positive communication within the statewide area offices to resolve complex issues and programmatic requirements. 

Evaluates publications and issuances of Social Security, DDD and other state agencies to keep abreast of changes in medical/vocational and administrative aspects of disability, maintains revisions to operating manuals and modifies case review procedures as appropriate to ensure program performance conforms with current established policies and procedures. 

Assists in preparing and presenting formal statewide training on a wide range of medical, vocational, administrative or operational issues. 

Attends seminars, conferences and related meetings as necessary.

 

Performs related work as required.

 

 Required Knowledge, Skills, and Abilities:

Knowledge of anatomy, physiology, function, dysfunction, and disease processes.

 

Knowledge of computer operation, and office automation equipment.

 

Ability to understand and apply applicable rules, regulations, policies and procedures relating to the processing of Social Security disability benefits.

 

Preferred Qualifications:

Current DHU Hearing Officer. 

 

At least 4 years of experience adjudicating and processing Federal Social Security disability claims.
