The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.
HUMAN SERVICES PROGRAM ANALYST:
This position is a part of our Community Health Client Services Team, specifically the Healthy Start Program. The incumbent in this position will assist multiple programs with data collection and monitoring, data entry, contract management, and report creation.
Your Specific Responsibilities:

Act as contract manager for Healthy Start contract and earn/maintain contract manager certification

Perform administrative and programmatic monitoring to ensure compliance with contract terms.

Assist Healthy Start supervisor in assigning program tasks to Healthy Start clerks for screening entry into HMS. Receive screening forms from Healthy Start Coalition and scan documents into electronic shared folder for access by other Healthy Start staff to complete data entry into HMS system.

Collect data/information needed to support invoice reimbursement and submit invoice to Healthy Start Coalition for service payment.

Assist Senior Community Health Nurse (supervisor) in setting up blanket purchase orders for swim lesson providers and track voucher usage and invoice payment for Swim Lesson Voucher Program. Receive invoices from contracted providers, review invoice supporting documentation and submit to fiscal department for invoice payment.

Assist Family Planning Program with client services data entry into HMS system for clients receiving services from our contracted Title X provider.

Work with Client Services program supervisors and Data Surveillance Unit to develop program Storytime/Performance Management reports. This includes the Family Planning, Healthy Start, Breast and Cervical Cancer Early Detection, and Compass Programs.
Required Knowledge, Skills, and Abilities:

Extensive knowledge of Microsoft Office, especially Excel
-
Ability to enter data into multiple systems like HMS and Excel
-
Ability to multitask, being able to coordinate duties among the team while gathering and reporting statistics on the information and documents received and sent.

Ability to answer questions about the process to co-workers and external partners, and present options for solutions, when needed.
-
Ability to become a DOH contract manager and Florida Certified Contract Manager.
Qualifications:
Minimum:
-
High school diploma or equivalent.
- Valid Florida Certified Contract Manager (FCCM) designation or ability to obtain one within six months of starting.
Preferred:
- 1-2 yr computer skills/data entry with HMS/Excel/Adobe systems
-
1-2 yr experience with monitoring/tracking of expenditures/revenue and billing/purchase requisitions
- 1-2 yr experience with preparing reports and invoices for reimbursement.
- 1-2 yr or more of experience managing contracts.
