The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

 

Human Services Program Analyst – HIV/AIDS Surveillance

This position serves as the NIR (No Identified Risk) Coordinator for the Area 6 HIV/AIDS Surveillance Program, located at the Florida Department of Health in Hillsborough County, Disease Control Division, based in Tampa. This team member is responsible for HIV risk ascertainment and reclassification for HIV/AIDS cases as well as conducting data collection for HIV/AIDS surveillance cases for Area 6 (Hillsborough, Hernando, and Manatee counties). This position requires a working knowledge of Microsoft Office, HIV/AIDS, and disease reporting processes. The incumbent must process laboratory reports and case report forms to ensure cases are reported and completed in a timely manner.

The specialist should have a good rapport with internal and external customers, display a positive attitude, work in a flexible manner, be approachable, work independently under the supervision of the HIV/AIDS Surveillance Manager. This position is part of a public health organization and is expected to promote cooperation, courtesy, and teamwork in a diverse environment, while adhering to policies, procedures, laws, and statutes established by DOH-Hillsborough, the State of Florida, and the Centers for Disease Control and Prevention.

 

Your Specific Responsibilities:

  • Investigates HIV and AIDS cases reported with No Identified Risk (NIR) or No Reported Risk (NRR).
  • Contacts reporting providers to ascertain risk information.
  • Reclassifies NIR (No Identified Risk) cases when appropriate.
  • Requests and reviews medical records from public and private hospitals and other reporting sites.
  • Submits required case reports to the State Health Office, as it relates to risk exposure and reclassification.
  • Identifies providers with high NIR rates and provides appropriate feedback and technical assistance as needed.
  • Establishes active liaison with medical providers most likely to diagnose and treat HIV/AIDS patients.
  • Develops and maintains professional relationships with internal and external customers.
  • Provides NIR training for registered CTLS sites, in collaboration with the local Early Intervention Consultant (EIC).
  • Conducts risk ascertainment interviews with clients reported with No Identified Risk (NIR).
  • Assists in special epidemiologic investigations and/or studies requested by the Department of Health (DOH) and/or Centers for Disease Control and Prevention (CDC).
  • Conducts active and passive HIV/AIDS Surveillance in accordance with Florida Statute 384, Chapter 64D-3 Florida Administrative Code, Centers for Disease Control guidelines, HIV/AIDS Surveillance Module training, and instruction received by supervisor and the State Health Office.
  • Completes HIV/AIDS Case Report Forms on new and update cases as assigned.
  • Maintains confidential information in a secure manner.

  • Customer Service: principles and processes for providing customer and personal services, including needs assessment techniques, quality service standards, alternative delivery systems, and customer satisfaction evaluation techniques.

 

Qualifications:

Minimum:

  • At least two years experiences working with data collection and validation.
  • At least two years of customer service experiences in a healthcare setting.
  • Valid Florida driver’s license or able to get one within 30 days of hire.

Preferred:  

  • Comprehensive knowledge of HIV/AIDS.
  • At least one year experience working in the communicable disease arena.
  • Bachelor’s degree (from an accredited college, or university) or a minimum of two years equivalent work experience in research or health-related field.
  • Bi-lingual (English & Spanish).
