The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state.  As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

Title of Position:  Human Services Program Consultant I

This is a professional position with the Area 6 HIV/AIDS Surveillance Office, covering Hillsborough, Hernando, and Manatee counties (Human Services Program Consultant I).  This team member performs active and passive surveillance of suspected and confirmed cases of HIV/AIDS, analyzes, and disseminates data, and maintains security of confidential information.  He/she should have a good rapport with internal and external customers, display a positive attitude, work in a flexible manner, be approachable, and work independently under the supervision of the Senior Human Services Program Manager.  This consultant is part of a public health organization and is expected to promote cooperation, courtesy, and teamwork.

Your Specific Responsibilities:

• Conduct active and passive HIV/AIDS surveillance in accordance with Florida Statute 384, Chapter 640-3 Florida Administrative Code, Centers for Disease Control guidelines, HIV/AIDS Surveillance Module training, and instruction received by supervisor and the State Health Office.
• Investigate suspected and confirmed cases of HIV/AIDS in accordance with CDC HIV Surveillance standards.
• Collect, review, validate, interpret, and manage HIV surveillance data from healthcare providers, laboratories, and other reporting sources.
• Complete Adult and Pediatric HIV/AIDS case report forms and addendums on new and update cases.
• Initiate field record in STARS for STD follow-up on all HIV positive cases, as necessary.
• Contact physician offices, laboratories, and hospitals for information to complete HIV/AIDS case reports and perform medical record reviews when needed.
• Ensure data quality, completeness, accuracy, and timeliness of HIV/AIDS case reporting.
• Establish active liaison with medical institutions and specialists most likely to diagnose and treat HIV/AIDS patients.
• Collaborate with Disease Intervention Specialists, laboratories, and community partners to improve surveillance activities.
• Assist in the completion of reports, data requests, and validations as assigned.
• Maintain strict confidentiality of protected health information in accordance with HIPAA and applicable public health regulations.
• Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

• Thorough Knowledge of HIV/AIDS and lab interpretation.
• Knowledge of epidemiological principles, data collection, and analysis.
• Ability to prioritize, organize, and schedule work assignments.
• Ability to work effectively with others and to meet and deal with internal and external customers.
• Skilled in providing excellent customer service.
• Ability to effectively communicate both verbally and in writing.
• Intermediate computer skills, including Microsoft 365 (Outlook, Word, Excel, and MS Teams).
• Ability to work independently or with groups of people.
• Ability to establish and maintain effective working relationships with other agencies as well as others in the community
• Ability to understand and apply applicable rules, regulations, policies, and procedures relating to surveillance practices.
• Ability to adhere to security policies and maintain confidentiality.
• Social Perceptiveness: being aware of others' reactions and understanding why they react the way they do.
• Communication: talking to others to effectively convey information; communicating effectively with others in writing, as indicated by the needs of the audience.

Qualifications:

Minimum:

• Three (3) years of experience working with data collection and validation.
• Two (2) years of customer service experience in research or healthcare setting.

Preferred:

• Knowledge of HIV/AIDS
• Experience working in public health, communicable disease arena, or health data management.
• Proficiency in Microsoft Excel, including advanced use of formulas, tables, data validation, sorting, filtering, conditional formatting, charts, and data analysis for reporting and quality assurance.
• Bachelor’s degree in a science, public health or health-related field or a minimum of two years equivalent work experience in research or health-related field.
• Bi-lingual (English & Spanish).
