Maintenance Manager/Field Operations
This position will supervise employees and direct routine maintenance activities on the state highway system, including bridges in accordance with Department regulations.

Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Provides guidance to employees in resolving performance-related problems, scheduling work, establishing deadlines, and setting priorities. Investigates incidents and personal injuries involving subordinate staff when they occur. Monitors and reviews all work performed by in-house maintenance staff to ensure proper maintenance techniques and Department procedures are used.
Plan and direct routine maintenance activities on the state highway system, including bridges in accordance with Department policies, procedures, guidelines, specifications and manuals. Provide technical assistance on repair methods and practices to highway maintenance field crews. Analyze work needs and provide engineering judgment when developing solutions to resolve issues. Schedule and plan maintenance activities as identified in surveys, complaints and bridge or traffic operations work orders. Prepare reports as needed on all field operations and ensure the compliance and completeness of inspections of roadway appurtenances as required by procedure.
Monitor the state highway system to determine work objectives, priorities and effectiveness of work accomplished. Manage the use of Department of Correction inmates as needed. Analyze weekly and quarterly reports for production comparison using engineering analysis to improve quality and quantity of production. Ensure traffic control in Department work zones is in accordance with Roadway and Traffic Control Standards.
Investigate and respond to complaints. This involves frequent contact with the public as a representative of the Department. Meet and communicate effectively with local government officials, civic groups and general public regarding resolving complaints, and/or explaining Florida Department of Transportation (FDOT) policies and procedures. Attend meetings and training sessions as directed to improve maintenance operations. Serve as liaison to consulting engineers and contractors, city, county and other state agencies on problems relating to maintenance.
Investigate and respond to as needed accidents involving FDOT bridges, and other facilities, completing the necessary reports and damage estimates. Prepare final cost affidavits and make proper distributions. This includes interaction with Department legal staff to prepare depositions and interrogatories. Respond to after-hours emergency situations inclusive of but not limited to coordination of personnel, equipment and materials needed for emergency response. Incumbent has a Purchasing Card which allows a single purchase exceeding the threshold amount of $20,000 provided for in S. 287.017 for Category One; Incumbent has financial disclosure responsibility in accordance with Chapter 112.3145, Florida Statutes.
Participate in pre-construction conferences for all contract projects as required. Assist construction personnel in identifying future maintenance concerns on projects under construction. Communicate with project managers and consultants as needed during the construction job

Other Job-Related Requirements:
- Due to the nature of this position, the incumbent must respond to emergencies when necessary. The incumbent of this position is required to work with or around Department of Corrections inmates. Must obtain certification in Maintenance of Traffic – Advanced Level within one year and maintain it. Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State comptroller’s rules, and the Department of Transportation’s invoice processing and warrant distribution procedures. Valid Florida Driver’s License “Class E”.
