This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

 

  1. three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
  2. any 2 convictions of reckless driving in the past 3 years;
  3. a suspension or revocation of the driver license for moving violations in the past 3 years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Coordinate and direct all functions related to the Maintenance Management System (MMS) for the District. Assure the proper and timely recording of engineering data reported to this system. Review MMS data for accuracy and completeness. Identify problem areas and exceptional crews, compile information, print necessary reports, and produce analysis of those crew or activities. Develop, implement, and perform District quality Control program, engineering analysis and produce reports and recommendations related to MMS, Maintenance Rating Program (MRP), Warehouse and Roadway Characteristics Inventory (RCI) data as needed by District management. Motivate, train, coach and guide subordinate employee to improve the quality and quantity of work performed while conducting work activities. Plan and direct workloads, deadlines, work objectives and time utilization of subordinate staff.

 

Administer the District Roadway Characteristics Inventory program for District Seven. Ensures the proper collection of Roadway Characteristics Inventory (RCI) for all District Seven lane miles. Coordinates with MMS/RCI Coordinator and consultant RCI Technicians to ensure that all characteristic data is updated every five years and the collection of data within 90 days of project final acceptance. Performs field reviews and quality checks to ensure that the field inventory does not vary from the RCI data by more than 10%. Researches and performs special projects as assigned by the District Maintenance Engineer, this includes but not limited to data gathering, analysis, and creating reports for various projects. Produces the District Annual Maintenance Operations Budget for submittal to the Office of Maintenance.

 

Manages Districtwide Maintenance contracts. Includes oversight of consultant staff, preparation of work scope of service, consultant selection, staff hour reviews and negotiations, planning and coordination of consultant activities, task work orders, and invoice approval.

 

Assist internal and external customers in the distribution, use, and interpretation of maintenance highway data information and products. Maintain and distribute electronic documents in a timely manner, according to rules and procedures. Responsible for all technical highway data assignments.

 

Oversees the Work Needs Survey Program that prioritizes and sets schedules for maintenance work activities in the field. Provides necessary training for field employees to perform this survey utilizing sound engineering procedures in maintaining the State Highway System at the prescribed level defined in the Maintenance Condition Standard Program. Oversees and provides training to all staff within the district for both collecting and entry of MMS and RCI data. Provides updates to all staff within the district for revisions or changes to reporting requirements and follows up to ensure these changes are being implemented properly at the field office level.

 

Establishes procedures, provides technical assistance, and oversees preparation of Annual Work Plan by the MMS staff and field office management. Reviews the overall monthly progress of the district workforce in reference to compliance with the field unit’s Annual Work Plans and standard production requirements.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Ability to communicate effectively both orally and in writing; Ability to understand and interpret plans, specifications, design standards and manuals; Knowledge of computer programs applications; Knowledge of the principles and practices of supervision, management, and leadership; Ability to access, input, modify, and retrieve information from a computer database; Ability to work with both internal and external customers and or technical or nontechnical personnel in a tactful manner; Knowledge of the Maintenance Management System and Roadway Characteristics Inventory; Knowledge of roadway maintenance operations and activities; Ability to analyze and interpret engineering data; Ability to analyze processes and suggest improvements; Ability to handle multiple tasks simultaneously. Ability to utilize Geographic Information System (GIS) software; Ability to perform general mathematical calculations; Ability to verify quality and quality of completed work.

 

MINIMUM QUALIFICATIONS: High School Diploma or Certificate of High School Equivalency, four years of infrastructure design, construction, or maintenance experience, and Class E Driver’s License.  An associates degree may substitute for two years of direct experience.
