The Work You Will Do:

Materials Coordinator-Prestress Yard

District One/District Materials Office/Tampa Field Office

 

This position will oversee producer quality control plans, ensuring compliance with FDOT standards, specifications, and approved concrete mix designs. Coordinates and conducts required inspections and material verification testing with both internal and external FDOT stakeholders. This position provides support to the Tampa Lab Manager in the coordination and execution of compressive strength testing, including both verification and project-level resolution testing. This role assists in the review and approval of potential non-compliance issues and ensures the implementation and documentation of approved repair procedures in accordance with FDOT specifications. These contributions will be instrumental in maintaining a safe and efficient transportation network.

$67,787.20 Annually

 

A Competitive Area Differential (CAD) additive in the amount of $478.40 will be added to the annual salary.

 

Your Specific Responsibilities:

 

Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society of Testing and Materials (ASTM) test methods.  Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order.

Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents.  Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback and technical assistance to field personnel as appropriate. Document and report findings.

Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data.  Actively facilitate the notification of stakeholders of failures or negative trends.

Inspect component materials for compliance with Florida Department of Transportation (FDOT) specifications. Inspect completed material or component materials for compliance with Florida Department of Transportation (FDOT) specifications. Inspect facility and operation for compliance with their Quality Control (QC) plan and specification requirements. Document and report findings. 

Perform Independent Assurance (IA) evaluations as described in Department procedures and the Federal Aid Policy Guide.  Perform these evaluations in an objective and professional manner.  Document and report findings.

Provide materials related technical support to customers as requested.  Provide support in time to meet the customer’s needs. Provide guidance and training to customers.

Review Quality Control (QC) plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission. Coordinate the review of the Materials portion of the Contractor’s Quality Control (QC) plan. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.

Support consultant contracts in accordance with applicable rules, laws and procedures. Review the consultant work effort. Develop scope of task work order. Review and comment on invoices.

Provide review and analysis of proposed mix designs submitted by the producer. Provide assistance to Construction regarding the behavior of the mix in the field. Make adjustments to the mix as needed in accordance with specifications and procedures. Suspend/revoke approval of the mixes as required in accordance with the specifications and procedures.

Inspect laboratories for compliance with Department contract and procedural documents. Review records, procedures, equipment and personnel as necessary to assess compliance with contract and procedural requirements. Provide feedback and technical assistance to laboratory personnel as appropriate. Document and report findings. Perform follow-up inspections as necessary.

 

Other Job-related requirements

Must possess or obtain and maintain the following qualification:  Prestressed Concrete Institute (PCI) Level II and Precast Prestressed Concrete Construction S450  . Must pass or have passed Metal Pipe Plant Inspection, Construction Math, and Contract Plans Reading.  Must pass Construction Training Qualification Program (CTQP) for Concrete Field Level I.  Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT). Must have a valid class "E" Florida driver's license. 

 

 The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of the concepts, terminology, principles and analytical techniques of concrete.
  • Knowledge of engineering design, construction, production and/or operations.

 

Skills in:

  • Skilled in using engineering tools, equipment and/or instruments.

Ability to:

 

  • Ability to operate a personal computer for word processing, spreadsheet, and database applications.
  • Ability to analyze and interpret engineering data.
  • Ability to solve problems relating to engineering.
  • Ability to perform engineering inspections.
  • Ability to apply engineering quantitative techniques. 
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate engineering information effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to pick up to 50 lbs and move around uneven terrain without assistance.

 

Minimum Qualifications:

 

  • High School diploma or equivalent.
  • Prior experience operating a personal computer for word processing and spreadsheet.

This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. Three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation.
  2. Any two (2) convictions of reckless driving in the past three (3) years.
  3. A suspension or revocation of the driver license for moving violations in the past three (3) years.
  4. A suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
