The Work You Will Do:
Materials Specialist- Aggregate/District Materials Office- Tampa Prestress
A Materials Specialist – Aggregate plays a vital role in ensuring the quality and reliability of aggregates used in Florida’s transportation system by overseeing and monitoring aggregate sources. This position is responsible for evaluating the overall performance of qualified sampling and testing personnel, as well as the testing equipment utilized by aggregate producers. Key responsibilities include assessing sampling procedures, testing methodologies, and equipment functionality to maintain industry standards and regulatory compliance. Additionally, the Materials Specialist conducts evaluations to analyze aggregate performance, base materials, and the viability of new aggregate sources. This role also provides technical expertise in resolving aggregate-related construction challenges and ensuring adherence to established standards for FDOT projects.

Annual Salary Range:
$50,436.79 - $65,271.13
A Competitive Area Differential (CAD) additive in the amount of $478.40 will be added to the annual salary.
Your Specific Responsibilities:
Inspect materials for compliance in the field with FDOT specifications. Inspect facility and operation for compliance with their Quality Control (QC) plan and specification requirements. Document and report findings.
Perform independent assurance evaluations in the field as described in Department procedures and/or the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner.
Document and report findings.
Inspect laboratories for compliance in the field with Department contract and procedural documents. Review records, procedures, equipment and personnel as necessary to assess compliance with contract and procedural requirements. Provide feedback and technical assistance to laboratory personnel as appropriate. Document and report findings. Perform follow-up inspections as necessary.
Analyze materials data for contract and procedural compliance. Take timely action to report any errors in the data.
Perform field and/or laboratory testing in the field in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order. Obtain and maintain all qualifications necessary to perform the test in compliance with Department of Transportation (DOT) procedures.
Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs. Performs specialized operations and installations.
Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission. Provide clear comments as requested in time to be useful to the customer.
Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable and repeatable.
Support consultant contracts in accordance with applicable rules, laws and procedures. Review the consultant work effort. Review and comment on invoices.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- The concepts, terminology, principles, and analytical techniques of aggregates; engineering design, construction, production and/or operations.
Skills in:
- Using engineering tools, equipment and/or instruments.
Ability to:
- Operate a personal computer for word processing, spreadsheet and database applications.
- Analyze and interpret engineering data.
- Solve problems relating to engineering.
- Perform technical engineering inspections.
- Apply engineering quantitative techniques; plan, organize and coordinate work assignments.
- Communicate engineering information effectively.
- Establish and maintain effective working relationships with others.
- Pick up to 50 pounds and move around uneven terrain without assistance.
Other Job-Related Requirements:
Must possess or obtain and maintain American Concrete Institute (ACI) Aggregate Testing Technician Level I. Must pass or have passed Construction Math and Contract Plans Reading Self Study examinations. While on duty status, the position’s incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. A valid Class E Driver’s License is required. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
Minimum Qualifications:
High school diploma or equivalent. Prior experience using engineering or manufacturing tools, equipment and/or instruments or Prior experience operating a personal computer for word processing, spreadsheet, and/or database applications.
This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation.
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
