Operations Review Specialist
This is an Internal Agency Opportunity, and only qualified candidates currently employed with the Department of Children and Families will be considered. This position is for SunCoast Region Office of Economic Self-Sufficiency, Performance and Data Management Unit. The location within Suncoast Region for the position to be determined. Some travel may be required.
Location: Any county in the State of Florida.
The salary range for this position is $46,668.01 to $99,779.42.
This position will be identifying and analyzing complex management problems; and developing, recommending, and implementing solutions through a centralized management review.
PRIMARY DUTIES MAY INCLUDE BUT NOT LIMITED TO:
- Reviews and evaluates management practices.
- Makes recommendations and interpretations regarding the solution of managerial problems in reports and special studies.
- Develops and coordinates implementation strategies for problems assigned in accordance with federal, state and department objectives.
- Makes specific recommendations for improving departmental executive decision-making capabilities.
- Makes general recommendations regarding areas of management where additional evaluation is needed.
- Reviews proposed changes in laws and regulations to determine what impact they may have on departmental managerial policy.
- Monitors the management information systems; designs and implements modifications when necessary. Provide reporting assistance to ESS Senior Leaders, Program Office and administration regarding the need for information (data) retrieval.
- Responsible for data extraction that provides statistical and caseload information identifying statewide and/or Regional program participation and programmatic problems regarding operations and/or application of policies and procedures.
- Provide assistance to administrators and program managers by integrating data from varied sources into single database structures used in programmatic evaluation and monitoring. Provide assistance in translating policy requirements and changes into programming and reports as requested. Serves as unit expert on call center data and performance reporting.
- Respond to ad-hoc reporting requests and works with other programs and state agencies on data requests and reports as assigned and prioritized by unit management.
- Provide assistance on special projects as assigned. Informs management of issues, concerns, and problems.
- Research and evaluate sources of information to determine limitations in the reliability or usability of data.
- Helps to synthesize large amounts of qualitative and quantitative data to identify critical insights and explain in simplified language.
- Providing technical assistance and consultative services during report creation, implementation, and maintenance.
- Responsible for data management, report development and implementation for Disaster Supplemental Nutrition Assistance Program related operations.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the methods of data collection and analysis and storage
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.
- Ability to use logic and analysis to identify the strengths and weaknesses of different approaches
- Ability to conduct fact-finding research.
- Ability to utilize problem-solving techniques.
- Ability to work independently.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

MINIMUM REQUIREMENTS:
- A bachelor's degree from a college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
- A master's degree from a college or university can substitute for one year of the required experience.
- Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
- Four (4) years ESS experience and two (2) years of ESS Supervision experience.
PREFERED QUALIFICATIONS:
- Experience with using Microsoft applications/products such as Word, Excel, PowerPoint, Visio, Project, and/or SharePoint to produce reports, project documents, and process flow diagrams.
- Proficient in working within an MS Teams environment.
- Experience related to creating queries and stored procedures in an SQL Database.
- Knowledge of computer programming language.
- Experience writing queries and extracting data from databases.
