The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

OPS Contract Auditor

 

Your Specific Responsibilities:

This is a highly responsible position in the Community Health Division at the Florida Department of Health in Hillsborough County (DOH-Hillsborough). The incumbent shares responsibility as a Contract Manager for the division and agency. The position is responsible for overall coordination and implementation of each assigned contract, independent of the program, including planning, monitoring, and adhering strictly to established grant and State Health Office guidelines. Activities include ensuring management of contracts (new contracts, amendments, and renewals); quality assurance and compliance reviews of all deliverables; tracking and reporting pertinent data to the State Health Office, DOH-Hillsborough, providers and the public; implementation of policies and procedures to ensure standard service delivery including processing and approval of contract invoices; and assistance with provider capacity development, including training or technical assistance, when needed. The incumbent works collaboratively with the DOH-Hillsborough staff, as well as contracted service delivery organizations, and community coalitions to ensure appropriate service and follow-up to clients.

 

Required Knowledge, Skills, and Abilities:

  • Ability to perform arithmetic calculations (addition, subtraction, multiplication, division).
  • Knowledge of methods of compiling, organizing and analyzing data
  • Ability to plan, develop and evaluate programs
  • Ability to evaluate the quality of services provided
  • Ability to evaluate service delivery systems for compliance with regulations
  • Ability to review case records, reports and transactions for completeness and compliance with existing policies, procedures and regulations
  • Ability to provide in-service training and program consultation
  • Ability to compile statistics and prepare analytical evaluations and/or reports
  • Ability to plan, organize and coordinate work assignments
  • Ability to establish and maintain effective working relationships with others
  • Willingness to become, if not already, a DOH contract manager and FCCM qualified within the first year of employment
  • Ability to utilize problem-solving techniques
  • Ability to communicate effectively, both verbally and in writing and through empathic listening
  • Ability to apply applicable rules and regulations, policies and procedures and ensure timely completion of activities 
  • Intermediate computer skills proficiency level with Microsoft 365 applications, and Internet or Internet/Intranet-based systems such as PeopleFirst and Health Management System (HMS)

 

Specific Job Responsibilities of the OPS Contract Auditor:

50% will include:

Writes and monitors contracts as needed for the agency’s programs and services. Prepares written contract amendments in consultation with project team including the contract administrator and agency attorney. Employee will understand and operate within the State’s FACTS system and other State and Federal databases for contract monitoring and management systems. Documents, organizes and maintains contract files to include eligibility documents, referrals, authorizations, medical reports, completed forms, case progress notes, billing forms, audits and other documents. Coordinates with appropriate Program Manager or Senior Leader to ensure programmatic requirements are being met in alignment with contract deliverables (auditing). Assists in preparation of budgets; corresponds with vendors and fiscal office to resolve discrepancies. Assists with the evaluation of new contracts.

 

30% will include:

Verifies and authorizes invoices for payments related to programmatic contracts. Ensures accuracy and completeness of invoice documentation. Provides training and follow up to contracted agencies for completion of timely and accurate invoices. Monitors closely the reimbursement to each contracted provider; monitors the contract on site a minimum of one time during the contract period, verifying that all terms of the contract are fulfilled by inspection of the facility, personnel records, subcontractor files, and a sample of client medical and educational records. Creates monitoring tools for bi-annual contract monitoring and leads contract monitoring meetings. Interprets client data and logs to ensure all contracted providers can be reimbursed according to contract requirements. Creates documents as necessary to aid in tracking deliverables for invoices and contract monitoring. Maintains all appropriate back-up/supporting documentation to support invoice reimbursement in local files.

 

10% will include:

Acts as liaison between health department and outside agencies and groups, primarily our contracted providers; participates in meetings and discussions in which decisions affecting the health department are made. Prepares reports and a variety of correspondence involving researching subject matter and preparing replies to inquiries. Develops drafts and edits documents for related programmatic functions. Provides training to contracted agencies and staff when needed. Collaborates with contracted agencies to put data reports into accurate and useable formats. Understands and utilizes data and data systems to produce quality reports.

 

10% will include:

Other related duties as necessary. Includes but is not limited to attendance at meetings as necessary and travel when mandated by programmatic contracts. Promotes and participates in continuous process improvement activities. Handles complaints, resolves issues or concerns as needed, ensures that problems are resolved on a timely basis. Maintains files and records in accordance with the DOH retention schedule and archives or destroys as indicated. Ensures accurate completion and timely submission of all administrative records necessary including Employee Activity Report (EAR), Time Sheets, mileage, etc. Promotes and practices the mission, vision, and values of the DOH-Hillsborough.

 

Qualifications:

Minimum

  • At least one year experience in contract management, financial management, accounting or in a related field or task.
  • At least two years of experience using Microsoft Word and Excel for creating reports and documents. 

 

Preferred

  • A bachelor’s degree from an accredited college or university.
  • At least two years of professional experience in community services, social, economic, health or rehabilitative services, human resources development and training, program planning, evaluation, research, program analysis, investigative work or business.
