NOTE: This is an OPS, at-will position. Therefore, the relationship between the employer and the employee is for an unspecified term. Employees in this position and the employer share the right to sever the employment relationship at will pursuant to current applicable law. The incumbent will work on-call based upon operational needs during the racing season at the Tampa Bay Downs race track in Oldsmar, Florida.
Overview:
The newly created Florida Gaming Control Commission (“FGCC”) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules.
Horse Racing Stewards are responsible for monitoring and enforcing the rules of Thoroughbred Racing, regulations and policies at all race meetings, racetracks, and designated horse racing training centers in order to ensure the safety and integrity of horse racing.
Essential Duties and Responsibilities (not intended to be an exhaustive list of all responsibilities):
Incumbent is an unconditional advocate for the health, safety and welfare of horses at sites under the jurisdiction of the Florida Gaming Control Commission, Division of Pari-Mutuel Wagering. This position ensures that the quality and integrity of racing in Florida is safeguarded to protect the integrity of horse racing, guard the health of horses and the interest of public and racing participants consistent with provisions of Chapter 550, Florida Statutes and applicable Florida Administrative Code (F.A.C.).
Incumbent is under administrative direction of the Florida Gaming Control Commission, Division of Pari-Mutuel Wagering and the State Steward Manager. This position does not supervise activities of subordinate employees. The position incumbent is the authorized supervising agency racing official at licensed equine race meetings and designated horse racing training centers in Florida.
The incumbent assures compliance with applicable Florida Statutes, Florida Administrative Code, and the rules of racing by all racing participants; has authority over all licensees and persons attendant upon horses. The incumbent serves as an expert professional observer, advisor and consultant to the Florida Gaming Control Commission, Division of Pari-Mutuel Wagering. Incumbent completes other duties and responsibilities that may be reasonably assigned from time to time by the employer or its designated representative.
Required Knowledge, Skills, and Abilities:
To perform this job successfully, the incumbent should have:
- Knowledge of applicable Florida law and administrative code and rules;
- Knowledge of equine racetrack operations, and security;
- Extensive knowledge of medications used for racehorses;
- Knowledge of trends in new medications and controlled substances;
- Knowledge of the laws regulating usage in the racing industry;
- Contemporary knowledge of current trends in the horse racing industry;
- Experience with conventional database; internet; spreadsheet, and word processing software;
- Ability to observe races and to make decisions on violations;
- Ability to evaluate the legitimacy of responses to possible violations;
- Ability to make logical objective and accurate decisions based on interpretations of administrative rules;
- Ability to effectively work with people from all socioeconomic backgrounds;
- Ability to establish and maintain an effective working relationship with the racing industry and the general public;
- Ability to originate daily operational reports;
- Ability to gather, collate & classify information and maintain associated records; and
- Ability to identify irregularities in wagering and to synthesize complex or diverse information, establish facts and draw objective valid conclusions.
Minimum Qualifications:
- Must be accredited as a Racing Official/Steward and meet and maintain the minimum experience and continuing education requirements for an Accredited Racing Official/Steward.
- Must have a minimum of 2 years’ experience as an accredited thoroughbred Steward in any recognized racing jurisdiction.
- Must have documented completion of specialized courses in racing management, racing law, administrative law, administrative agency practices or other courses related to racing, and provide appropriate documentation of industry specific education, experience, and accreditation.
- Must have a Valid Drivers License.
Working hours:
Incumbent must be available to work on-call irregular shifts, including weekends, holidays, and evenings, work flexible schedules as needed, and work occasional overtime on short notice, as needed.
