POSITION DESCRIPTION:  Coordinates and manages department-administered state and federal transit capital, and operations planning related programs and projects. Serves as the district coordinator on assigned federal/state funded program/project administration. Assists local governments, agencies, and other parties of interest to determine the best multimodal considerations during the development and monitoring of complex projects. Oversees and ensures consistency regarding program/project grantee-related responsibilities. Ensures procedural guidance and consistency on state/federal funds designated to rural and/or urbanized areas. Responsible for monitoring consultant work orders activities/administration, procurement regulations adherence, and state designated program/project contractors.

 

Coordinates with internal/external transit planning staff/agencies on multimodal metropolitan transportation planning activities. Supports department processing of Federal Highway Administration funds for transit purposes, in support of and in collaboration with internal (e.g., other department offices’ staffs) and external customers (e.g., metropolitan planning organizations and transit agencies).

 

Ensures the District meets federal, and state regulatory compliance documentation as required by the State Management Plan (SMP). Maintains all current state/local grant management system standards.

 

Facilitates local district agencies transit project discussion/implementation standards with the state’s Commission for the Transportation Disadvantaged and the Transportation Disadvantaged Program. Pursuant to the Florida Administrative Code in association with Chapter 427, F.S., represents the department on local coordinating boards for the transportation disadvantaged. Achieves department success with rural modal responsibilities and compliance with current Rural Mobility Plan. Develops and ensures both state and federal program data and funding levels are accurately depicted in the 5 Year Tentative Work Program and Adopted Work Program. Provides assistance to the local agencies/grantees, to achieve program compliance and ensure proper project balances, to maximize the use of state and federal funds.

 

Develops and processes Joint Participation Agreements (JPA) according to the department's procedures, production schedule and fiscal year production targets. Reviews and processes project invoices and support documentation for payment to ensure eligibility of costs and to comply with contractual provisions. Reviews and approves change request orders and third-party contracts to ensure consistency of proposed work with project scope(s) of services. Conducts any required site reviews and prepares correspondence to ensure compliance with agreement requirements and department procedures. Ensures department compliance with financial and program management audits.

 

Provides key support to other state and federal program managers or coordinators. Participates and reviews transportation studies and activities. Represents the department on various committees and other studies or efforts that integrate or elevate transit as a viable mode. Ensures state/federal goals are addressed when addressing public with transportation needs. Maintains compliance required data pertinent to the quarterly submittal of Title VI progress reports. Prepares reports, materials, and correspondence. Plans, organizes, and conducts meetings and technical assistance workshops; and makes presentations.

MINIMUM QUALIFICATIONS:  A bachelor's degree from an accredited college or university in the field of transportation, planning, public administration, engineering, or logistics to which the position is assigned. An equivalent combination of education and experience may include associate degree or equivalent from two-year college or technical school plus experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
