This position is responsible for assisting with efforts toward the development of grant applications and the implementation of projects administered by the Farmworker Career Development Program (FCDP) Section. This position assists the Senior Educational Program Director in acting for the Department of Education in fulfilling technical responsibilities associated with managing and monitoring the National Farmworker Jobs Program (NFJP) administered by the U.S. Department of Labor under the authority of Workforce Innovation and Opportunity Act (WIOA) Title I, Section 167. This position will also be responsible for conducting US DOL/ETA required on-site program and fiscal monitoring of FCDP sub-grantees in accordance with federal and state expenditure guidelines and providing technical assistance and guidance to sub-grantees as it relates to the accurate submission of monthly grant data through an Excel-based reporting system. This position is responsible for generating required quarterly program and fiscal reports to the U.S. Department of Labor, the submission of financial expenditure data to the FDOE Comptroller’s office, and acts as the office point of contact for coordinating contractor activities and deliverables as they relate to the overall implementation of tracking and report generation systems associated with Farmworker Career Development Program. This position will assist the State Director with in-depth data analysis, pre-apprenticeship implementation, and develop partnerships with CareerSource Florida through the state.
This position is responsible for implementation of projects administered by the Farmworker Career Development Program (FCDP) Section. This position functions to process requests for proposals, requests for applications, project applications, invoices, amendments, performance reports, project fiscal review, and monitoring, data management, project review and revision, award notification, serves as a liaison with the Bureau of Grants Management and other applicable entities, and provides all technical assistance to the field in relation to funding, the grant process, and needed sub-grantee training. This position is responsible for interpreting policy, providing guidance regarding implementation of policy, and compliance monitoring for local educational agencies, community-based organizations, and other public non-profit agencies that operate Workforce Innovation and Opportunity Act (WIOA) Section 167 projects.

- Collects and summarizes sub-grantee Customer Exit Survey data and provides technical assistance and professional development to sub-grantees to assist with improvement of their case management processes.
- Conducts on-site data validation of WIOA Title 1, Section 167 funded projects through annual records review of the grant recipients as mandated by the USDOL; WIOA Title 1, Section 167.
- Assists the Senior Education Program Director with the development, preparation, and implementation of special projects such as the annual FCDP staff development conference, and the roll-out of enhanced collaborative processes within the state’s workforce system.
- Responsible for generating required quarterly program and fiscal reports to the U.S. Department of Labor, the submission of financial expenditure data to the FDOE Comptroller’s office, and acts as the office point of contact for coordinating contractor activities and deliverables as they relate to the overall implementation of tracking and report generation systems associated with Farmworker Career Development Program.
- Reviews and analyzes program and fiscal plans submitted by projects to ensure agreement with statewide plan and budget, including preparing and monitoring of e599 budget forms.
- Responsible for conducting US DOL/ETA required on-site program and fiscal monitoring of FCDP sub-grantees in accordance with federal and state expenditure guidelines and providing technical assistance and guidance to sub-grantees as it relates to the accurate submission of monthly grant data through an Excel-based reporting system.
- Facilitates the processing of grant applications, budget and program modifications to final approval.
- Implements, a tracking and reporting system to insure Equal Employment Opportunity (EEO) compliance as mandated by WIOA, Title I, Section 167 requirements.
- Assures compliance with management guidelines applicable to state and federal WIOA Title 1, Section 167 program funds.
- Provides appropriate technical assistance and professional development to assure correction of deficiencies relative to projects' program and financial management practices.
- Assists with the development of new or modified program guidelines to meet USDOL and WIOA Title 1, Section 167 mandates.
- Analyzes and evaluates the quantitative and qualitative progress of local projects toward annual goals to include effective use of financial and programmatic management systems, compliance with monitoring findings, and ensuring local providers are providing the full range of services stipulated in the grant agreement.
- Serves as Suntax administrator and monitors all Suntax accounts and activities, including training and presentations.
- Maintains the in-house fiscal data collection, tracking and report generation system which assures program cost accountability and accurate USDOL required reports.
- Provides analytical evaluation of programmatic and fiscal information to WIOA Title 1, Section 167 grantees.
- Supports activities that improve linkages between program and projects with state and local workforce boards, One Stop System partners, and the Department of Agriculture as mandated by the Workforce Innovation and Opportunity Act and the Worker Protection Standard.
- Review project grant application, project awards notifications and budget amendments for final processing by Grants Management.
- Reviews and negotiates project funding requests.
- Prepares and submits quarterly database file to the designated U.S. Department of Labor contractor.
- Performs other related work as assigned.
- Attendance is an essential function of this position.
The ideal incumbent has a working knowledge and understanding of state rules and regulations regarding personnel management, someone who excels in working under tight timeframes with competing deadlines. Organizational skills and the ability to multitask are key to completing the duties and responsibilities of this position. Since this position travels and presents at conferences as well as provides training on a needed basis, the prospective applicant needs to be able to travel and is comfortable presenting to people and training new staff.
Required Licensure/Registration/Certification/Experience or Education: FCCM
- Two to four years of professional experience in (grants management and development).
- Ability to communicate effectively including verbal and written communication.
- Experience in creating and conducting budgets.
- Experience with project management.
- Ability to provide work samples of writing skills for grammar, editing and communication review upon request.

- Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service.
