This position is responsible for assisting with efforts toward the development of grant applications and the implementation of projects administered by the Farmworker Career Development Program (FCDP) Section. This position assists the Senior Educational Program Director in acting for the Department of Education in fulfilling technical responsibilities associated with managing and monitoring the National Farmworker Jobs Program (NFJP) administered by the U. S. Department of Labor under the authority of Workforce Innovation and Opportunity Act (WIOA) Title I, Section 167. This position will also be responsible for conducting US DOL/ETA required on-site program and fiscal monitoring of FCDP sub-grantees in accordance with federal and state expenditure guidelines and providing technical assistance and guidance to sub-grantees as it relates to the accurate submission of monthly grant data through an Excel-based reporting system. This position is responsible for generating required quarterly program and fiscal reports to the U.S. Department of Labor, the submission of financial expenditure data to the FDOE Comptroller’s office, and acts as the office point of contact for coordinating contractor activities and deliverables as they relate to the overall implementation of tracking and report generation systems associated with Farmworker Career Development Program. This position will assist the State Director with in-depth data analysis, pre-apprenticeship implementation, and develop partnerships with CareerSource Florida through the state.

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

- Provides support as needed in the design, implementation and management of state-of-the-art MIS systems.
- Coordinates Workforce Innovation and Opportunity Act, Title I, Section 167, data collection, tracking and report generation system that ensures program accountability and manages the state electronic DOE 599 submission process.
- Reviews data collection forms and develops regular reports on programmatic performance and adherence to reporting requirements.
- Prepares quarterly program and fiscal reports for submission to the U.S. Department of Labor.
- Prepares and submits quarterly database file to the designated U.S. Department of Labor contractor.
- Submits quarterly program and fiscal reports to the U.S. Department of Labor.
- Provide leadership to the FCDP staff in the absence of the State Director.
- Serve as the lead person to design and implement the Migrant Farmworker Registered Pre-Apprenticeship Program.
- Provides technical assistance and professional development to Workforce Innovation and Opportunity Act, Title I, Section 167 funded projects to ensure that they meet federal reporting guidelines.
- Reviews and analyzes program and fiscal plans submitted by projects to ensure agreement with statewide plan and budget.
- Conducts required on-site program and fiscal monitoring and evaluates the quantitative and qualitative progress of projects toward annual goals.
- Provides appropriate technical assistance to assure correction of deficiencies relative to client level data collection and reporting.
- Serves as Contract Manager and Security Officer for the Farmworker Career Development Program participation in the SUNTAX tax wage system.
- Submits requests for SUNTAX access or deletion of access to the Agency for Workforce Innovation (AWI).
- Prepares sample database and submits data validation reports to the U.S. Department of Labor.
- Develops and delivers staff development activities to project staff relative to MIS responsibilities.
- Assist with the implementation of all required Workforce Innovation and Opportunity Act (WIOA) new performance indicators and database management of the Employ Florida system.
- Responsible for ensuring that sub-grantees comply with state office policies regarding Local Advisory Councils.
- Prepare and present professional development and outreach presentations to appropriate stakeholder audiences.
- Develop and write FCDP Requests for Applications and Request for Proposals per FL DOE, US DOL and FCDP guidelines.
- Writes, develops and coordinates activities relating to WIOA Title I, Section 167 adult grant application to the U.S. Department of Labor, as well as applications for funding to other sources.
- Assists with project compliance monitoring.
- Assists with development of annual project application guidelines, including developing program planning and rating criteria.
- Coordinates external monitoring review of annual WIOA Section 167 project applications.
- Assists with the development of measures and standards, and evaluates project performance
- Assists with development of corrective action memorandum for non-compliance and/or poor performance.
- Reviews and negotiates project funding requests.
- Review project grant application, project awards notifications and budget amendments for final processing by Grants Management.
- Designs, implements and delivers staff development training to project staff on pertinent WIOA Section 167 issues including such items as testing and assessment, case management, and counseling.
- Provides orientation, in-service, technical assistance and resource mobilization to project staff.
- Assists with efforts to strengthen linkages between WIOA Section 167 projects and Regional Workforce Development Boards (RWDB's).
- Represents the Section and the Department of Education by participating in local, state, and national meetings, workgroups, conferences concerning farmworkers and their families including the Association of Farmworker Opportunity Programs and other pertinent entities.
- Is the program contact for My Florida Market Place (MFMP).
- Conducts yearly fiscal desk-monitoring reviews.
- Develops yearly FCDP budget for the USDOL-ETA NFJP grant.
- Performs other related work as assigned.
- Attendance is an essential function of this position.

Someone who excels in working under tight timeframes with competing deadlines. Organizational skills and the ability to multitask are key to completing the duties and responsibilities of this position. MINIMUM QUALIFICATIONS
Required Licensure/Registration/Certification/Experience or Education: FCCM
- Two to four years of professional experience in (grants management and development).
- Ability to communicate effectively including verbal and written communication.
- Experience in creating and conducting budgets.
- Experience with project management.
- Ability to provide work samples of writing skills for grammar, editing and communication review upon request.

- Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service.
