The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

 

PUBLIC ASSISTANCE SPECIALIST:

Conducts AIDS Drug Assistance and Insurance Premium Plus Programs (ADAP) operations to include, but not limited to, the following:  client medical and economic eligibility determinations for enrollment in ADAP and Ryan White (RW) programs and periodic re-certifications; coordinating with providers, pharmacies, clinical trials, and other sources of medications; monitoring client prescription usage and physician prescribing patterns; and providing information on ADAP and RW services to clients.  Reviews ADAP client files every re-enrollment (six months) to ensure files contain the required documentation for determining client eligibility.  

 

Your Specific Responsibilities:

Acquires and maintains working knowledge of multiple databases and IT programs to include, but not limited to, MS 365 applications, HMS, Provide, e2Hillsborough, CareWARE, FMMIS, Move-It, STARS, WAGES, LOGI Reports, Lab Corp, Quest, Chartview, and any other State approved software provided to complete the duties within the ADAP Program and the health department. 

Coordinates client referrals and follow up services as necessary with CBO’s and community resources.  

Initiates and completes COBRA enrollments that will assist Broward Regional in completing documentation to qualified clients for the program.

Responsible for entering the Prescription Dispense Authorizations daily into the system for pharmacy operations and for updating the Prescription Main folder with new and active prescriptions.

Monitoring and responding to emails related to clients ACA/ Marketplace enrollment issues from Broward Regional.

 

Required Knowledge, Skills, and Abilities:

Knowledge of HIV/AIDS.

Knowledge of private and public health insurances.

Skilled in making eligibility determinations.

Skilled in data entry.

Communication:  talking to others to effectively convey information, communicating effectively with others in writing, as indicated by the needs of the audience.

Ability to establish and maintain effective working relationships with others.

Ability to work with a diverse population without regard to sex, gender, race/ethnicity, age socioeconomic status, physical disability, or sexual preference.

Ability to multitask and handle face-to-face public interactions.

Ability to plan, organize, and coordinate work assignments.

Ability to use Microsoft 365 applications (Outlook, Excel, Word, PowerPoint, and MS Teams) to create documents, spreadsheets, presentations, and conduct meetings.

Experience with the Ryan White HIV/AIDS Program preferred.

Experience with the Affordable Care Act preferred.

Bilingual in English and Spanish preferred.

 

Qualifications:

Minimum:

  • At least one year of experience with private and public health insurances.
  • At least one year of experience making financial eligibility determinations.
  • At least one year of customer service experience.
  • At least one year of experience with data entry and web-based applications.
  • Valid Florida driver’s license or able to get one within 30 days of hire.

Preferred: 

  • Experience with the Ryan White HIV/AIDS Program preferred.
  • Experience with the Affordable Care Act preferred.
  • Bilingual in English and Spanish preferred.
