Purchasing Agent III

This is an administrative position within the General Services Office that works under the supervision of the General Services Manager of the Florida Department of Health-Hillsborough County (FDOH-HC). The incumbent is responsible for the procurement of commodities and services in accordance with Florida Statutes, Florida Administrative Code, state purchasing laws, policies and procedures. The incumbent will serve as the local P-Card Administrator and handle all p-card related functions. The incumbent will also work with internal customers and external state approved vendors. Strong communication skills are a must, as this position is required to provide purchasing/p-card information, train users in the state procurement system, answer questions and explain laws and policies. Applicants should be detail-oriented and able to multi-task.

 

Your Specific Responsibilities:

  • Serving internal customers and external vendors directly via email, phone, or face-to-face.
  • Reviewing purchase requisitions in the state purchasing system, MyFloridaMarketplace. (MFMP)
  • Analyzing pricing information to make a recommended award.
  • Applying appropriate purchasing methods for seeking quotes and recommended awards.
  • Maintain all p-card profiles.
  • Review all p-card transactions for all cardholders, daily.
  • Audit p-card files for purchasing procedures, Florida Statutes and protocols.
  • Training customers on state procurement system. (MFMP)
  • Training customers on use of state procurement card. (P-Card)
  • Provide workshops/presentations to current users of MFMP and P-Card.
  • Conducts site visits to support customers in outlying Health Department buildings and clinics.
  • Assisting vendors and accounting department with questions or problems concerning invoices.
  • Maintaining annual agreements with vendors.
  • Assisting Contract Administrator and Purchasing Specialist by providing administrative/technical support on all Invitations to Bid (ITBS’s) and Request for Proposals (RFP’s).
  • Will maintain contract management certification.
  • Attending professional development trainings and meetings as needed.
  • Seek out new ways to improve efficiency of operation.
  • Ensure customer service commitment is maintained at all times.
  • Seek out ways to improve customer satisfaction.
  • Maintaining contract management certification.
  • Serving as back-up to the Purchasing Specialist and Contract Administrator.

Required Knowledge, Skills, and Abilities

  • Ability to establish and maintain working relationships with customers and vendors.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to research and analyze specifications pertaining to bids, contracts and/or pricing.
  • Ability to apply and implement rules, regulations, policies and procedures relating to the purchasing process.
  • Ability to maintain purchasing records.
  • Ability to communicate effectively.

Qualifications:

Minimum:

  • 2 years of state purchasing experience.
  • 2 years of MFMP-AOD experience.
  • 2 years of P-card experience.
  • 2 years of customer service experience.
  • 2 years of computer experience.
  • 2 years of training experience.
  • A valid Florida Drivers’ license.

Preferred:

  • Certified State of Florida Contract Manager
