The Work You Will Do:
Right of Way Support Administrator/District Seven / Director of Trans Development/District Right of Way
This position will support FDOT’s mission by providing essential administrative and financial coordination across all Right of Way units and Work Program. This position is responsible for monitoring funding levels, processing encumbrances, and de-encumbrances, ensuring timely payments, tracking ROW project schedules, and managing the maintenance of accurate records. These efforts help ensure the efficient delivery of transportation projects and the responsible use of public resources.

Your Specific Responsibilities:
Supervises employees; plans, organizes, coordinates, and schedules assigned work for employees. Participates in applicant selection and hiring process. Provides employee orientation and training and prepares employee performance evaluations. Coordinates and directs Management Services which includes the 5-year Work Program, Records and Funds Management and Scheduling. Ensures and monitors a Quality Control Program. Ensures data is entered into the Right of Way Management System (RWMS). Prepares the Annual Parcel and Expenditure Plan. Reviews and approves invoices.
Procures consultant services. Coordinates and directs the activities of right of way consultant.
Interprets and communicates right of way policies and procedures. Ensures conformance with
applicable laws, rules, regulations, policies, and procedures. Assists in the development of policies and procedures.
Responds to public records requests and related inquiries. Coordinates with other offices to address and resolve issues.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- An understanding of 49 Code of Federal Regulations (CFR) PART 24 (Uniform Act), relating to Real Property Acquisition and Relocation Assistance.
- Quality Assurance planning for the acquisition and relocation assistance program.
Skills in:
- Effectively communicating orally and in writing.
- The use of personal computers, including a working knowledge of word processing and spreadsheet software.
Ability to:
- Effectively plan, organize, and work independently.
- Establish and maintain good working relationships with others.
- Identify training needs, and to develop and present effective acquisition and relocation training.
- Implement a quality assurance plan for the acquisition and relocation assistance program.
- Be self directed and skilled in problem solving.
- Supervise.
- Understand and interpret real estate appraisals and right of way maps.
Other Job-Related Requirements:
- This position is responsible for adhering to the provisions and requirements of Section 215.422, Florida Statutes (F.S.) related to State Comptroller’s rules and Department of Transportation invoice processing and warrant distribution procedures.
