ANTICIPATED BIWEEKLY SALARY: $2,509.36

 

A Competitive Area Differential (CAD) additive in the amount of $478.40 will be added to the annual salary.

This role is essential to our mission. By managing contract documentation accurately and maintaining a balanced Maintenance budget, this position ensures compliance, efficiency, and quality results for our entire Maintenance team in District 7.

Your Specific Responsibilities:

Coordinates with the District Maintenance Contracts Administrator in the development of the Maintenance Contract Work Program. Processes coding sheets and inputs change requests in the electronic Work Program Change Request (eWPCR) or current Work Program system. Ensures targets are balanced within all Maintenance contract funding types in accordance with Central Office Work Program. Notifies appropriate personnel of budget transfers from other Districts. Reviews and becomes knowledgeable regarding annual Work Program Instructions. Researches/investigates most efficient and effective programming of Maintenance contract funds. Completes the Annual Gaming Process in a timely manner. Manages Maintenance Contract program funds for E contracts by preparing Work Program Change Requests in Project Suite (PSEE) and Work Program Email Request forms. Prepare Encumbrance request and enter into the Contract Funds Management System (CFM) and Florida Accountability Contracts Tracking System (FACTS) for processing. Researches and checks contract balance issues in the Florida Accounting Information Resource (FLAIR) and FLAIR Information Delivery Options (FIDO) or current systems. Responds to Five Year Certified Forward Report, 24 Month Non-Activity Report, Expired Encumbrance Report and the Outstanding Encumbrance Report. Analyzes the financial management MADDOG report to prevent roll forward and resolves any corresponding issues.

 

Performs highly advanced engineering work with independent judgment, including managing, monitoring and analyzing the Maintenance contracts program for the District. Manages all District Maintenance let contracts, creating and managing pending contract files. Performs timely execution on Maintenance contracts and reflects accuracy on accounting of contract funds. Schedules and monitors the District Contracts Letting Plan. Coordinates with the District Maintenance Contracts staff on specification package development and preparation. Oversees and reviews all specification packages submitted by Operations Centers to ensure compliance with contractual administrative practices and procedures. Reviews specification packages indepth and obtain a high level of understanding of the intent of proposed contract and all work required to the extent of being able to offer suggestions and recommendations to the submitting Operations Center to produce the most efficient and effective contract. Examines modified specifications package closely to ensure all aspects are provided. Ensures the work to be included in the contract is adequately described by documents evaluated. Writes/creates and obtains approvals for one or more Maintenance Special Provisions (MSP) to detail work. Reviews and analyzes detailed cost estimates to ensure all applicable pay items are contained within the contract and unit prices and quantities are appropriate. Submits bid packages to District Contracts before their letting deadline. Prepares for and attends Technical Review Committee meetings by researching, analyzing, using good judgment and experience to determine possible reasons for discrepancies and irregularities in the bid review. Analyzes need for Supplemental Agreements, Time Extensions, and Renewal requests.

 

Coordinates with the District Maintenance Contracts Administrator in developing and monitoring the Operations Centers' Share of Contract Funds and the Annual Contract Letting Plans. Develops each Fiscal Year Contract Plan, analyzing and making necessary changes, monitoring and tracking funds, coordinating and communicating with each Operations Center. Establishes and monitors performance goals and analyzes the production goals and unit prices.

 

Analyzes and resolves issues related to AASHTOWare PrC AASHTOWare PrP. Serves as the Application and Security Coordinator for both systems and analyzes and resolves issues related to the maintenance contracts side of the Maintenance Management System (MMS). Provides technical support to Operations Center contract personnel and District Maintenance staff upon request. Ensures all computer related data entry aspects of District Contracts is entered accurately.

 

Analyzes and investigates all Final Contractor Field Performance Reports and the established Contractor Final Rating Score. During this process, concentration is specifically on ratings below 80 and are considered to be critical issues by the Department. Coordinates with the applicable Operations Center regarding any discrepancies and/or questionable scores and/or comments on the Performance Report. In addition, resolves invoice problems and contractor issues.

 

 

Participates in Quality Control checks of Operations Center's contract administration. This includes but is not limited to running AASHTOW are Webgate reports and performing documentation reviews at the local office.

Provides guidance and training to the Operation Centers' contract personnel regarding specification package development, Gaming reports, invoicing issues, pay item research, troubleshooting, and requests for new pay items.

  

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

  • Maintenance Contracts.

Skills in:

  • Applying Procedures to work assignments.
  • Technical aspects of the TRNSPORT System including Sitemanager and Project Estimating System (PES).
  • Creating Spreadsheets in Excel and documents in word.
  • Working in Department Programs such as FM System, FLAIR, FACTS, FIDO and other contract and financial accounting programs.
  • Providing Customers Service.
  • Organizing records and handling multiple tasks and interruptions.
  • Planning and organizing work assignments.
  • Communicating effectively, both verbally and in writing.
  • Communicating technical and legal information effectively, both verbally and in writing.

 

Ability to:

  • Interpret contract plans standard specifications, design standards and a general understanding of Engineering terminology.
  • Analyze and resolve problems using plans, specifications, contract documents and engineering judgement.
  • Negotiate with contractors and municipalities.
  • Develop training plans and materials and to communicate training materials to technical and nontechnical staff.
  • Handle multiple tasks and to independently plan, coordinate, complete and track the status of assignments.
  • Meet deadlines.

 

 

Minimum Qualifications:

  • High School Diploma or Certificate of High School Equivalency and 24 months contract management experience or an Associate's Degree.
