This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
  2. any 2 convictions of reckless driving in the past 3 years;
  3. a suspension or revocation of the driver license for moving violations in the past 3 years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Manage and oversee highly advanced technical work related to Construction Engineering and Inspection (CEI) for simple and complex structures, including review of construction engineering means, methods and related submittals. Assist in the scope preparation, advertising, selection, negotiation and credential evaluation of contract personnel. Manage assigned contracts, monitor and ensure proper registration/certification requirements of contracted staff. This work includes planning and scheduling tasks assignments, negotiating staff hour estimates and costs, and verifying all related invoices. Function as construction project manager to ensure projects are completed timely, in compliance with all requirements (including but not limited to Florida Department of Transportation (FDOT) community awareness plans, specifications and related technical documents), within budget and eliminating or minimizing claims. Oversees activities related to the approval of contractor submittals. Assist in the management of the structures asset maintenance contract to ensure compliance with the scope of services and coordination with other contractors to avoid duplication of effort and site conflicts. Coordinate the activities of inhouse or contract employees and assist in directing and planning work and evaluating performance to ensure maximum and effective use of time and resources. Perform office and field inspections to meet the goals of the unit's quality assurance and control (QA/QC) program. Drive to and from work to perform field work activities or attend meetings related to all duties and responsibilities.

 

Manage and oversee highly technical work related to assigned bridge repair production projects for simple and complex structures. This includes conducting project meetings, developing design and construction estimates, performing engineering evaluations and calculations to ensure that the design plans and related documentation meet FDOT needs and requirements. Coordinate with others to avoid conflicts and duplications of effort. Assist in the scope preparation, advertising, selection, negotiation and credential evaluation of contract personnel. Manage assigned contracts, monitor and ensure proper registration/certification requirements of contracted staff. This work includes planning and scheduling task assignments, negotiating staff hour estimates and costs, and verifying all related invoices. Coordinate the activities of in-house or contract employees and assist in directing and planning work and evaluating performance to ensure maximum and effective use of time and resources. Perform office and field inspections to meet the goals of the unit's quality control and assurance program.

 

Develop and implement inspection and maintenance plan for high mast light and Intelligent Transportation System (ITS) poles and traffic mast arms. Schedule and attend meetings with local government and department representatives to coordinate structures inspection, repair or replacement activities. Evaluate the performance of contracted personnel for payment.

 

Assist with the management of the Electronic Data Management System (EDMS) program. Perform or direct the performance of selective QA/QC activities to ensure accurate transfer of data. Oversee the effectiveness of the QA/QC program and implement changes as required. Evaluate the performance of contracted personnel for payment.

 

Assist in the management of the inspection program to ensure compliance with the scope of services and coordination with other contractors to avoid duplication of effort and site conflicts and ensure proper procedures are used. Perform field inspections, evaluate effectiveness and efficiency of services, review and analyze structure inventory records and prepare and submit related summary reports. Coordinate the preparation, implementation and maintenance of the unit's replacement and rehabilitation work program. Assist in ctlie review and analysis of the condition of structures for prioritization of repair needs.

OTHER JOB RELATED REQUIREMENTS: Must possess and maintain a Valid Florida Driver’s License Class E

 

MINIMUM QUALIFICATIONS: A High School diploma or GED and 24 months experience in bridge inspection, bridge repair, bridge construction, bridge or highway design, and/or contract administration.
