Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction and techniques necessary to safely perform their assigned tasks.
Advances the Safe System approach to implementing Florida’s Strategic Highway Safety Plan at the District level. Advocates the Department’s Target Speed, Complete Streets, and Target Zero initiatives, recommends and informs strategic safety investments, and enhances the Highway Safety Funds usage by leveraging other fund types to include safety enhancements in projects and implement other innovative safety education and/or enforcement activities.
Develops and implements Traffic Safety business and related plans to guide resource allocation and achieve unit performance targets. This includes collaborating with others in plan development, reporting plan results, linking performance targets to Specific, Measurable, Achievable, Relevant, Time-bound, (SMART) objectives in staff expectations, identifying and making resource recommendations. Ensures funding and resources are utilized in the most cost effective and beneficial manner. Ensures the most current program elements, performance measures and functions are being implemented.
Participates in meetings, on committees, task teams and other groups with internal and external customers to represent Traffic Safety interests. Maintains professional contact with elected officials, private companies, public, government agencies, and officials doing business with the State. Promotes good public relations with the people contacted while maintaining the policies of the department. Provides accurate and timely responses to the public, contractors, and other department personnel. Promotes the resolution of outstanding technical and contractual issues. Advises the District Safety Administrator of such issues.
Develops and manages consultant contracts and other types of agreements that support Traffic Safety functions and/or related to performance targets. This includes developing documentation for contract funding, requests for proposal (RFP) and related documents, participation in technical review committees (TRC), evaluation of contract work products, consultant evaluation and invoice processing approval.
Acts as a technical advisor on the use of traffic engineering/safety standards, policies and best practices to other departments, local governments, and agencies. Advocates for the appropriate traffic engineering countermeasures during the planning, design, and construction phrase of highway projects as appropriate. Participates in committees, task teams and in other groups as needed. Oversees lead team/group activities, documenting results and related presentations as necessary. Signs and seals engineering documents as required

- SKILLED IN TRAFFIC SAFETY ANALYSIS AND STUDY TECHNIQUES; SKILLED IN COLLECTING, ANALYZING, AND INTERPRETING ENGINEERING DATA; SKILLED IN THE SUPERVISION AND INSTRUCTION OF OTHERS; SKILLED IN IDENTIFYING AND DOCUMENTING PERSONNEL PERFORMANCE; SKILLED IN EFFECTIVE COMMUNCIATION BOTH IN WRITTEN FORM AND ORALLY; SKILLED IN CONTRACT MANAGEMENT AND NEGOTIATION; SKILLED IN THE USE OF COMPUTER APPLICATIONS SUCH AS WORD PROCESSING, SPREADSHEET, PRESENTATIONS APPLICATIONS, EMAIL AND INTERNET.

Licensure/Registration/Certification Requirements:
- REGISTRATION AS A PROFESSIONAL ENGINEER IN ACCORDANCE WITH CHAPTER 471, FLORIDA STATUTES.
Other Job-Related Requirements:
- RESPONSIBLE FOR ADHERING TO THE PROVISIONS AND REQUIREMENTS OF SECTION 215.422. F.S., RELATED STATE COMPTROLLER’S RULES, AND DEPARTMENT OF TRANSPORTATION’S INVOICE PROCESSING AND WARRANT DISTRIBUTION PROCEDURES. EMPLOYEE WILL BE REQUIRED TO BE RESPONSIVE TO EMERGENCY SITUATIONS WITHIN A VERY SHORT TIMEFRAME AND SERVE IN THE TRANSPORTATION EMERGENCY MANAGEMENT TEAM.
