This position involves technical work in the Permitting and Waste Cleanup Program and the application of Department rules and statutes in these areas.  This position will be housed in the Water Facilities Permitting section, specifically domestic wastewater, however job duties will be determined by workload throughout the Permitting and Waste Cleanup Program and will extend into other areas.


  • Review and evaluate permit applications, technical submittals and/or waste cleanup documents for conformance with Federal and State of Florida rules and regulations.
  • Write requests for additional information, and permits/documents that are technically correct, clear, understandable, and consistent with prescribed rules and Department guidance and procedures.
  • Complete requests for additional information and permits/documents within time frames provided in Department rules, guidance and procedures.
  • Perform site inspections in support of reviews and evaluations.
  • Work towards achieving Business Plan goals.
  • Ensure that data entry corresponding to all assigned projects is entered into Department databases and documents are entered in the Oculus filing system timely and appropriately, consistent with standard operating procedures.
  • Provide technical assistance to our Compliance Assurance Program.
  • Initiate waste cleanup enforcement action (if assigned).
  • Provide regulatory assistance, such as outreach, permitting determinations and exemptions, to permittees and/or company representatives, other FDEP programs, delegated local programs, and other interested parties.


Other duties shall be assigned by the supervisor based on workload demand.



A bachelor’s degree from an accredited college or university with a major in one of the engineering specialties.

Maintain a valid driver’s license.

Ability to perform site visits, which may involve uneven terrain, ascending and descending staircases and exposure to outdoor hazards such as heat and biting insects. 

Strong communication skills utilizing the English language effectively and professionally, both verbally and in writing.

Skilled in the analysis and interpretation of engineering design, calculations and data.

Knowledge of appropriate rules, regulations, terminology and principles of state and federal environmental regulations.

Skilled in the interpretation of laboratory analysis results.

Ability to establish and maintain effective working relationships with others.

Ability to interact with customers in a tactful and courteous manner.

Ability to plan, organize and coordinate work assignments to meet district, program and Department goals.

Ability to work independently.

Ability to employ critical thinking to solve problems and improve procedures.

Ability to work under pressure.

Skilled in operating a computer and the ability to learn Department systems.


Knowledge of potable water treatment, wastewater treatment, water resources, groundwater hydrology, and stormwater/wastewater management.

Skilled in providing presentations for internal and external customers.

Skilled at training and mentoring.

Ability to monitor and inspect engineering projects.
