Position Overview and Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

 

This is an intermediate level engineering position that involves technical work in the fields of wastewater pollution control and requires knowledge and experience in the fields of wastewater treatment, water resources, groundwater hydrology, stormwater/wastewater management and the application of Department rules and statutes to these areas.  Actively supports and works toward fulfilling the Agency’s Affirmative Action objectives.

 

  • Work with administrator to ensure compliance with the proposed Senate Bill 64 which mandates domestic wastewater facilities eliminate direct discharges to surface water no later than the year 2030.
  • Review and evaluate domestic wastewater and drinking water, permit applications (including National Pollutant Discharge Elimination System permit applications) for conformance to Federal and State of Florida rules and regulations.
  • Perform site inspections, as necessary, in support of permit application review and evaluation.  Produce requests for additional information, if required, and permits that are technically correct, clear, understandable, and consistent with prescribed rules and Department guidance and procedures.
  • Write requests for additional information and permits within time frames provided in Department rules, guidance, and procedures.
  • Works towards reducing time to process and the number of requests for additional information for permit applications.
  • Mentoring staff on application reviews, conducting peer reviews, and/or approving water facilities permits and/or permit-related documents on behalf of the administrator.  Maintains effective internal communications with supervisors and coworkers in keeping with the Agency’s standards and expectations for communication effectiveness.
  • Provide permitting assistance, including permitting determinations and exemptions, to permittee and/or company representatives, other FDEP programs (including the Power Plant Siting Office and the Power Plant NPDES Program), delegated local programs, and other interested parties in matters concerning the DEP Water Facilities Program.
  • Ensure that the data entry corresponding to all assigned projects is entered into the department's databases timely and appropriately, including the Oculus® database, PA, and WAFR, consistent with the SWD Water Facilities standard operating procedures.
  • Provide technical assistance to the Compliance Assistance Program.
  • Performs other duties as assigned by supervisor.

 

 

Knowledge, Skills, and Abilities:

  • Knowledge of potable water treatment, wastewater treatment, water resources, groundwater hydrology, stormwater/wastewater management.
  • Knowledge in analyzing and interpreting engineering design, calculations, and data.
  • Ability to perform engineering field inspections of water and wastewater treatment facilities.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to establish and maintain effective working relationships with others.
  • Ability of communicate engineering and regulatory information effectively both verbally and in writing.
  • Ability to monitor and inspect engineering projects.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to interpret and understand laboratory analysis and procedures specifically for water quality.       
  • Skills in using engineering tools, equipment and/or instruments. 
  • Knowledge of bioassay review and evaluation procedures.

 

 

Minimum Qualifications

  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Maintain a valid Class E Driver License
  • Required to travel
  • Must be a current employee of the Florida Department of Environmental Protection

 

 

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

 

Pay:

$54,558.84 annually
