Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Serves on the Performance Management Council (PMC) to help develop the DOH-Indian River Quality Improvement (QI) Plan and provide direction for the Strategic Plan and QI Plan goals and objectives in an effort to develop an agency-wide culture of quality and to remain in alignment with accreditation requirements; analyzes data to evaluate departmental performance and quality improvement needs on an ongoing basis; reviews and utilizes customer satisfaction survey results to identify opportunities for improvement; assists with identification, development and implementation of departmental improvement projects serving as lead or serving within project team, as needed; participates in special projects, as needed; serves as oversight to the DOH-Indian River Quality Improvement Committee.
Leads on high-level projects as requested by the administrator. Acts as a liaison between the administrator, public and/or agency officials, and others to coordinate information. Serves on work groups to enhance service delivery, community relations, inquiries, and complaints from the media, clients, and community.
Responsible for independent judgement in developing and assisting in the formulation of policies and procedures which have significant impact on the business, fiscal and general services aspects of the County Health Department.
Access to confidential records and computer access will be based on the need to know when involved in specific patient care, billing activities, ordering prescribed medication or supplies, investigating communicable disease reports, established quality improvement activities, i.e. peer review, records review audits and investigation complaints.
Provides oversight and guidance to the Business Manager, ensuring cross-departmental collaboration. Plans, assigns and reviews the work of subordinate personnel performing fiscal activities. Directs various support activities such as information services, general services, and coordinates with Personnel proper payroll coding.
Oversees the preparation of annual contracts with Board of County Commissioners, Department of Health, Agency for Health Care Administration and other related contractual agencies. Oversees the preparation of the annual operating and capital improvement budgets. Oversees contracts for the Health Department.
Oversees the preparation of contracts for goods and services. Reviews request for services and supplies as applicable.
Performs other duties as required by the County Health Administrator.
Required Knowledge, Skills, and Abilities:
Knowledge of budget preparation, cost analysis, and fiscal reporting. Familiarity with state purchasing procedures and vendor management. Understanding of personnel management, labor laws, and employee relations and knowledge of data collection methods, performance metrics, and reporting tools.
Skills in planning, executing, and evaluating projects within deadlines and budgets. Ability to identify issues, analyze alternatives, and implement solutions, using Microsoft Office Suite, financial software, data management systems, identify issues, analyze alternatives, and implement solutions.
Ability to manage multiple projects and competing priorities effectively, make sound judgments based on data, policy, organizational goals and to work across departments, with external partners ensuring adherence to state and federal regulations.

Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats of disaster, manmade or natural.

This position is a full-time, in-office position.
Valid Florida Driver’s License. The incumbent in this position may be required to use vehicles owned, leased, or operated by the state or county to conduct official state business. State or county vehicles shall be used only for officially authorized duties and not for personal use, unless a specific exception applies under Florida law (F.S. § 287.17).
