Your Specific Responsibilities:

This position is a senior administrative official reporting to the Administrator of the Florida Department of Health in Brevard County. The incumbent exercises independent judgment in the formulation of policies and procedures which have significant impact on the operation of the department.  Responsibilities include, but are not limited to, direct supervision of, Budget, General Services & Facilities, Human Resources, Information Technology and Vital Statistics.  Responsibilities include the determination of fiscal and operational needs, the management of certain contracts, the monitoring of compliance with prescribed laws and other regulations, CHD administrative review, approval and certain designated signature authorities.

State & County Core Contract – Supervises and oversees the collections, interpretations, projections and organization of all service staffing, facility, and revenue/disbursement data for the annual preparation of the Department of Health (DOH)-Board of County Commissioners (BCC) Core contracts, as mandated by F.S.154.  Utilizes the FIRS Core Contract Development Workbook.  Oversee the writing and submission of the required quarterly contract variance reports and amendments.  Oversee the preparation and updating of the Fee Resolution each year for submission to the Board of County Commissioners together with the State & County Core Contract.

Participate in Federal, State and County audits.  Supervises and oversees the collection, entry, retrieval and dissemination of financial management data and reports.  Disseminate monthly financial reports at Senior Management Team and Supervisors meetings.  Highlights areas that need special attention and concern.  Recommends corrective actions to manage the Trust Fund balance within the range established by DOH County Health Services and the FMAC.

Medicaid Cost Report – Supervises and oversees the preparation of the annual Medicaid Cost Report.

Annual Operating Budget – Supervises and coordinates the preparation of the Annual Operating Budget for all programs within the Agency.   Utilizes the FIRS Budget Module.  Oversee the updating of Allotments and Estimated Revenues each month.  Updates and monitors projections on the Spending Plan each month.  Assures the Spending Plan is approved in FIRS by the CHD Administrator by the designated day of each new quarter.

OCA Cash Management – Supervises and oversees the OCA cash management processes to assure that all State and General Revenue, Federal and non-categorical general revenue are managed within the designated time periods.

CHD Trust Fund Management – Monitors the CHD Trust Fund balance to meet the FMAC (DOH Financial Management Advisory Council) goals as it pertains to the Annual Operating Budget.  Informs the CHD Administrator and Senior Management Team, via the Spending Plan, of the current month’s actual Trust Fund balance and the projected Trust Fund balances for the remainder of the fiscal year.

Help formulate policies and procedures relating to the financial and operational management of CHD operations.  Supervises Direct Reports.  Responds before, during and after community-wide disasters.  Provides Finance and Accounting direction under the Incident Command structure.  Oversees Medicaid HMO negotiations and contracts.  Oversees compliance with DOH Finance & Accounting policies and procedures.  Oversee compliance with DOH Purchasing policies and procedures.  Oversee the preparation and timely submission of the annual Internal Control Questionnaire.  Overseas Administrative Snapshot indicator results monthly and recommends corrective action when any are out of range.  Oversee the establishment of accounting systems and financial audit and reporting procedures, approves and/or oversees the approval of invoices, vouchers, reports, requisitions, reconciliations, transfers, revisions and policy changes, oversees the CHD clearing account and revolving fund, negotiates and prepares contracts and agreements, administers fiscal requirements and reports. Assures compliance with policies and procedures and in meeting established deadlines. 

Oversees the management of the of General Support Services Department as it relates to the facilities, maintenance and custodial services at designated facilities of the Florida Department of Health in Brevard County.  New Construction and Renovations director–Coordinates existing and future projects, with the County Facilities department. Arranges for the internal planning and scheduling among Florida Department of Health leadership in Brevard County regarding the construction, relocation information, space planning and post-occupancy decisions.  Attends and participates in Construction Committee meetings and direct contact for Construction Project Manager,

Assures compliance with DOH Finance & Accounting policies and procedures. Complies with the established accounting systems and financial audit and reporting procedures. Assures compliance with policies and procedures and in meeting established deadlines. 

Attends on-site, virtual, and off-site meetings and trainings.

Required Knowledge, Skills, and Abilities:

Knowledge of bookkeeping principles and practices. Knowledge of basic arithmetic. Knowledge of office procedure and practices. Knowledge of basic filing practices. Ability to perform basic computer functions and utilize computer programs capturing data and graphing results for presentation. Ability to maintain fiscal records, compile and review fiscal data for accuracy and completeness, balance and reconcile fiscal records. Ability to communicate effectively and establish and maintain effective working relationships with others. Ability to plan, organize and coordinate work assignments to meet deadlines. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program. Ability to work independently.

Qualifications:

Minimum –

Willing to work, before, during, and/or beyond normal work hours or days in the event of an emergency.

5 years’ experience in finance, accounting and budgeting?

5 years’ experience as a supervisor

Preferred –

A master’s degree in business, finance or accounting?

Experience preparing reports and statistical data for presentation

Experience with the financial reporting systems used by the Department of Health in the State of Florida
