The Work You Will Do:
This position performs complex supervisory work by providing oversight, complaint resolution, consultation, and expertise to ensure the effective delivery of intake and career services within the one-stop career center. The position supports WR21/CSPBC goals and strategic plans, in compliance with FloridaCommerce policies, procedures, and guidelines, including those established in 20 CFR § 683.600 and the U.S. Department of Labor’s Final Rule (87 FR 73539).

Pay: $63,001.00/Annually
Your Specific Responsibilities:
- Provides oversight of the delivery of career services—including those administered under programs such as Wagner-Peyser and Reemployment Services and Eligibility Assessment (RESEA)—ensuring compliance with program requirements, intake, timely engagement with participants, and achievement of program goals.
- Monitors and evaluates staff performance, documenting progress and addressing programmatic deficiencies. Provides coaching, support, and feedback to ensure continuous improvement and compliance with program objectives.
- Oversees the implementation of local, state, and federal policies, aiming for audit and monitoring reviews without findings.
- Develops and implements strategies to improve staff performance and service quality, with the goal of exceeding benchmarks set by FloridaCommerce and local leadership. Recommends procedural changes and innovations to enhance efficiency and customer satisfaction.
- Prepares and provides performance data, service delivery reports, and metrics analysis. Identifies trends and gaps and presents recommendations for continuous improvement and alignment with workforce goals.
- Ensures that Resource Center staff receive necessary training, development opportunities, and operational support. Partners with management to identify training needs and coordinates delivery to support professional growth and program alignment.
- Reviews staff time sheets and leave requests. Ensures proper shift coverage and the continuous delivery of in-person and virtual Resource Room services.
- Monitors and maintains the local complaint and grievance log to ensure prompt responses and compliance with all relevant requirements, including the U.S. Department of Labor’s Final Rule (87 FR 73539, November 30, 2022), which mandates that the complaint system for Wagner-Peyser Act-funded services be managed by properly classified merit staff. Investigates service issues and implements corrective actions as needed.
- Performs other duties and responsibilities as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of management principles and practices related to workforce programs
- Knowledge of career service delivery, intake operations, and complaint resolution
- Ability to supervise and develop staff in a high-volume service delivery environment
- Ability to manage and improve operational systems to ensure compliance with state and federal requirements
- Ability to determine work priorities, assign tasks, and ensure completion of assignments
- Ability to interpret and apply federal and state workforce policies, including those governing complaint systems
- Ability to communicate effectively and maintain productive working relationships with internal and external stakeholders
- Ability to work independently and exercise sound judgment in decision-making
- Ability to manage a consultative program designed to ensure the resolution of managerial and operational problems
- Ability to determine work priorities, assign work and ensure proper completion of work assignments
- Ability to establish and maintain effective working relationships with others
- Ability to solve problems and make decisions
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within 6 months of employment in the position.
Preferred:
Professional or nonprofessional experience in employment, interviewing, counseling, job placement, job development, or job analysis.
Possess the ability to utilize state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data.
