Specific Responsibilities:

This is an Accountant Ill position in the Environmental Public Health Program, in Palm Beach County Health Department. This position is responsible for the establishment, maintenance of budgets and the development of reports from the Internal Fiscal Accounting System for the Environmental Public Health (EPH) Program. Work is performed under the supervision of the Public Health Services Manager B-SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.  Exercise knowledge of accounting procedures for expenses and revenue with reference to federal grants, local and state fee generating programs. This position is responsible for answering inquiries, determining fees for services, and issuing licenses.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position may view the following confidential information sets: Social Security and Administrative. Has access to Health Management System (HMS) for Daily Activity Report (DAR) entry only. Input and updates information in Environmental Health Database including inspections, permits, customer, and billing information. May view, update and release information as needed.

 

Acts as the Budget Manager and prepares the annual budget for the program. Responsible for preparing and developing a detailed listing of revenues for the Fiscal Year as well as developing a list of expenditures. Prepares the L4 budget for EPH and input all budget data into the Financial & Information Reporting System (FIRS) module for expenses and revenues. Maintains documentation and backup for financial audits and monitoring reviews. Prepares analysis and salary projection reports to be used for budgeting by the program Director. Prepares monthly expenditure reports for supervisors. Meets as needed with FDOH CHD General Services Director to discuss county vehicle expenses. Prepares, initiates, and executes budget transfers and amendments. Represents the Director at Fiscal Meetings.

 

Reviews and audits FIRS and Financial Information System (FIS) reports for accuracy and reconcile any exceptions with the Finance Office. Reviews budget vs. actual and investigate any issue, follow-up and reconcile with the Finance Office. Monitor the information resource and assist in identifying budget vs. actual variances. Analyze data to determine the average year-to-date budget amount is accurate. Prepares salary projection reports, cost allocations report and expense estimate reports. Provides training to staff in budgetary policy and procedures. Assists the director in development of economic policies and procedures in responding to county, state and federal changes. Maintains data files, created and developed to extract and provide specialized reports when required by the Division Director. Assigned special research projects to determine facility costs and division costs for review and analysis of spending trends. Provide detailed information of vendor payments, utility payments or separate expense accounts. Reviews all requisitions submitted in My Florida Market Place (MFMP) to verify expenses do not exceed allotted expenditures.

 

Generates billing and prepares all invoices for all Environmental Public Health (EPH) licensed and permitted accounts in the Environmental Health Database (EHD). Incumbent responds to all verbal and written inquiries from clients including but not limited to, billing and licensing procedures. Responsible for ensuring appropriate fees are collected in accordance with the rules and regulations for each facility regulated by any of the EPH Division. Prints out permits for facilities. Generates new permits for facilities and reconciles payments received from clients for services rendered by the Division. Generates unpaid accounts, reviews for accuracy and distributes to supervisors as needed. Sends out past due invoices to facilities with delinquent accounts. Acts as the back up to EHD Administrator and in their absence generates reports to supervisors and manages access rights to EHD.

 

Responsible for monitoring expenses for TAG Fee grant, Environmental Protection Agency (EPA) grants, and the Title V grants for the Air Pollution Program. Verifying salary and other expenses and preparing the monthly invoices for the Title V grant to be submitted to the Department of Environmental Protection. Assisting the program administrator in preparing budgets for the grants.
