Your Specific Responsibilities:

I This is a Computer & Info Systems Manager I - SES position in the Information Technology. This position must independently perform the assignments under limited supervision, and must exercise working knowledge of Radiology Systems, Health Information, Electronic Health Report (E.H.R.), Health Management System (HMS), Q-Flow and Laboratory systems in a health care setting.  This position must be detail-oriented, highly adaptable to change, capable of performing a diverse range of tasks, follow-through, complete research projects and work independently to achieve results. Responsible to develop procedure manuals for system use. Analyze problems, resolve issues, create internal controls for quality assurance and recommend action for improvement in work processes. Work is performed under the supervision of the Data Center Director - SES.   This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Confidential Sets:  Social Security Data, Personnel Health Records, Computer Data, Clinical Information and Billing.   This position may view information and will have access to Health Management System (HMS). 

 

Responsible for managing and coordinating daily IT operations within the Help Desk and Desktop Support unit. This position ensures that all end-user computing environments remain secure, functional, and efficient across multiple facilities. The incumbent provides leadership to technical support staff, oversees service delivery performance, and collaborates closely with the Data Center Director to ensure continuity of operations, disaster recovery preparedness, and compliance with departmental technology standards.

 

Disaster Recovery & Continuity - Serve as IT Disaster Recovery Coordinator - Backup to Data Center Director. Collaborate with the Data Center Director to maintain, update, and test the IT Disaster Recovery Plan (DRP). Participate in the development and review of IT Continuity of Operations Plan {IT COOP) documentation. Lead and/or participate in IT COOP exercises, after-action reviews, and lessons-learned documentation. Ensure that recovery procedures and critical systems are documented, validated, and accessible for emergency operations.

 

Server and Infrastructure Support - administration and maintenance of FDOH CHO server and network infrastructure, in collaboration with the Data Center Director. Implement updates, monitor system performance, apply security patches, and perform system backups as required. Ensure safeguards are in place to protect computer files against accidental or unauthorized modification, destruction, or disclosure. Research and utilize tools including but not limited to: Group Policy Object (GPO), Microsoft SCCM, antivirus platforms, Citrix, virtual environments (local/cloud/hybrid), SAN appliances, and backup systems.

 

Work closely with FDOH CHD resources and other IT programs to recommend, implement, and maintain solutions throughout the agency. Monitor and service computers not communicating with Active Directory (AD), identify missing updates or security patches, and deploy third-party software as approved. Track and report system update status, compliance, and corrective actions.

 

Supervise Tier 1-2 IT support staff, ensuring timely resolution of help desk tickets and high-quality end-user assistance. Oversee installation, configuration, and maintenance of desktop systems, peripherals, and software. Maintain quality standards and service response metrics consistent with departmental expectations. Provide Tier-2 escalation support for complex incidents impacting business continuity.

 

Identify areas of non-compliance with FDOH CHD IT policies and implement corrective measures. Ensure adherence to backup retention requirements, minimum software revision levels, and IT security standards. Support endpoint protection, system patching, and compliance reporting activities.

 

Support IT budget tracking related to help desk tools, devices, and support contracts. Review service trends and recommend automation or process improvements to increase operational efficiency. Contribute to IT documentation, policy development, and performance reporting. Serve as acting IT Manager in the absence of the Data Center Director when delegated.

Required Knowledge, Skills, and Abilities:

  • Knowledge in all Microsoft Office applications.
  • Knowledge working with Radiology Systems, Health Information, Electronic Health Records (E H R) and Laboratory systems in a health care setting. 
  • Ability to Communicate technical information effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to develop training reference manuals for clinical staff for electronic programs being used.
  • Ability to conduct systems analysis to establish/enhance clinical workflow.
  • Ability to Identify and define user task needs, and process information logically.

  • Ability to analyze problems, resolve issues both orally and in writing.
  • Ability to work independently to achieve results.
  • Ability and skill to troubleshoot system issues and work with staff and outside vendors to resolve issues.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational analysis activities.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to solve problems and make decisions.
