Specific Responsibilities:

This an Engineering Specialist II position in the Environmental Public Health, Water Programs responsible for coordinating the county-wide Drinking Water Surveillance Program delegated by the Florida Department of Environmental Protection (FDEP) and Florida Department of Health (FDOH). Work is performed under the supervision of the Environmental Supervisor II - SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.  This position performs inspections and monitoring community drinking water treatment facilities (CW), limited use systems (LU), technical report and monitoring plan reviews for compliance with federal, state, local rules, and regulations. Updated FDEP and Palm Beach County Health Department (CHD) Databases. This position requires to exercise knowledge of drinking water treatment techniques, sampling and laboratory analyses, and understanding of related Florida statutes and rules. This position will investigate permitted drinking water complaints and assist with investigations of wastewater spills. This position will perform lift stations inspection and assist with wastewater inspections. technical report reviews, and data entry, as needed. This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to Health Management System (HMS) for Daily Activity Record (DAR) entry and approval. Enter and updates information in Environmental Health (EH) database including inspections, permits, customer and billing information. May view, update and release information as needed.

 

Performs inspections of community drinking water systems, transmission and treatment facilities as specified in the interagency agreement with Florida Department of Environmental Protection (FDEP). Coordinates and participates in compliance/enforcement activities in the Drinking Water Program by evaluating activities involving inspections, monitoring/reporting, compliance review and remedial action by enforcement. Maintains and updates records and files. Input data and uploads reports into FDEP databases. Reviews operating reports of water treatment plants to ensure compliance with permit specific conditions. Interacts with permitting and enforcement staff to ensure compliance and enforcement are achieved. Provides information and technical assistance to plant operators, permittees, general public, government officials, and agency staff regarding federal, state and county rules and regulations.

 

Performs inspections and sanitary surveys of limited use water treatment systems for compliance with federal, state, and local rules and regulations. Collect bacteriological, chemical samples and reviews the results. Reviews monthly/quarterly bacteriological and triennial/quintennial chemical analysis data for limited use water systems; enters data into database; and maintains limited use systems program files.

 

Reviews compliance monitoring plans, capacity analysis, yearly consumer confidence, cross-connection and other reports. Participates in preparation of compliance assurance letters, final notices and enforcement case reports. Makes recommendations on compliance/enforcement actions.

 

Inspects Lift Stations and other permitted wastewater facilities, coordinates and participates in related compliance and enforcement activities. Conducts investigations relative to sewage collection/transmission systems, wastewater treatment systems, and disposal of residuals. Responds to emergencies and citizen complaints; evaluates conditions causing a health threat and recommends precautions to be taken by public. Coordinates actions with other sections and/or agencies. Prepares and submits inspection reports. Collects samples as needed.

 

Participate in the standard activities: Outreach, Suggestions, and/or Teamwork.

 

Performs other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences including ability to collect, evaluate, analyze and interpret scientific or technical data; prepare technical reports.
  • Ability to use computers; Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs.
  • Ability to understand and follow legislative policy direction as established in Florida statutes.
  • Ability to work independently, plan, organize and coordinate work assignments.
  • Ability to communicate effectively establish and maintain effective working relationships with others; and utilize problem-solving techniques. 
  • Ability to document soil borings in accordance with USDA.
  • Ability to measure and calculate drain field evaluations and size.

 

Qualifications:

Licensure/registration/certification requirements:

  • A Bachelor's Degree from an accredited college or University with a major in an area of engineering; or
  • A Master's Degree from an accredited college or University in an area of engineering; or
  • College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours per year for up to three of the required six years of technical level experience, provided such education includes four courses in drafting, mathematics, electronics, the physical or natural sciences or an area of engineering; per chapter 381. Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S.

  •  Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License.
  • Hart hat and steel toe safety boots are required for this position.
