Specific Responsibilities:

This is an Engineering Specialist III position in the Water and Wastewater Section in the Environmental Public Health Program. Work is performed under the Environmental Supervisor II - SES. This position serves as the lead inspector for the county-wide Limited Use System (LUS), Public Water Systems (PWS), and Wastewater Treatment Facilities for the Florida Department of Environmental Protection (FDEP) and Florida Department of Health (FDOH). Exercise theoretical and practical knowledge of scientific and engineering principles in the water and wastewater fields.  Perform inspections and monitoring community drinking water treatment facilities (CW) and Limited Use Systems (LU), Wastewater Treatment plants and lift stations. Interpret laboratory data; review Consumer Confidence Reports, Cross-Connection Reports and Plans. Provide technical assistance to water provider, and ensures compliance with federal, state, local rules and regulations and updating FDEP and Palm Beach County Health Department (CHD) Databases.  This position requires to exercise knowledge of drinking water treatment techniques, sampling, laboratory analyses, and understanding of related Florida statutes and rules.  This position will investigate complaints and assist with investigations associates with LUS, PWS and Wastewater Treatment Facilities. This position requires independent judgment, initiative, applying general knowledge of business practices and skills in applying instructions to accomplish various job functions. This position has regulatory responsibilities as defined in DOHP 30-2-11 (Code of Ethics).

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures.  Has access to the Environmental Health (EH) database; Input and updates information in EH database including inspections, permits, customer and billing information. May view, update and release information as needed.

 

Lead inspector of Limited Use Systems (LUS) Program responsible for coordinating, scheduling, performing inspections, compiling technical reports, and providing technical assistance to small water providers.  

 

Lead inspector of Clean Water Act Program responsible for verifying compliance with federal, state, and local wastewater treatment plants regulations.  Performs inspections of wastewater collection, transmission, treatment facilities, coordinates and participates in related compliance/enforcement activities by evaluating activities involving inspections, monitoring/reporting, compliance review and remedial action by enforcement.  Maintains and updates records and files.  Input data and uploads reports into FDEP databases.  Reviews monthly operating reports of wastewater treatment plants to ensure compliance with permit specific conditions. Interacts with permitting and enforcement staff to ensure compliance and enforcement are achieved. Provides information and technical assistance to plant operators, permittees, general public, government officials, and agency staff regarding federal, state and county rules and regulations.

 

Lead inspector performing sanitary surveys of public and limited use water treatment systems for compliance with federal, state, and local rules and regulations.  Uses field instruments to collect bacteriological and chemical samples and reviews the results. Reviews monthly operating report data for drinking water systems; input data into database, and maintains Drinking Water program files.

 

Conducts initial and follow-up inspections on privately owned lift stations, as needed.  Performs annual inspections and prepares and submits inspection reports. Tracks inspection activities to ensure compliance.

 

Conducts investigations relative to sewage collection/transmission systems, wastewater treatment systems, and disposal of residuals, and other assigned facilities.  Responds to emergencies and citizen complaints; evaluates conditions causing a health threat and recommends precautions to be taken by public.  Coordinates actions with other sections and/or agencies. Prepares and submits inspection reports, compliance assurance letters, final notices and enforcement case reports. Makes recommendations on compliance/enforcement actions. Collects samples as needed.

 

Conducts joint environmental assessments of facilities with suspected/confirmed cases of legionellosis.

 

Participate in the standard activities: Outreach, Suggestions, and/or Teamwork. Attends training courses, workshops and program meetings as needed.

 

Performs other duties as assigned. 

 

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences
  • Ability to collect, evaluate, analyze and interpret scientific or technical data; prepare technical reports
  • Ability to use computers
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs
  • Ability to understand and follow legislative policy direction as established in Florida statutes
  • Ability to work independently, plan, organize and coordinate work assignments

  • Ability to document soil borings in accordance with USDA
  • Ability to measure and calculate drain field evaluations and size

 

Qualifications:

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): 

-A Bachelor's degree from an accredited college or university with a major in an area of engineering and one year of experience as an engineer; or

-A master's degree from an accredited college or university in an area of engineering. Or

-College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours per year for up to three of the required six years of technical level experience, provided such education includes four courses in drafting, mathematics, electronics, the physical or natural sciences or an area of engineering.

-Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License.
  • Hard hat and steel toe safety boots are required for this position.
  • Position requires to work outdoors for extended periods of time.
