Specific Responsibilities:

This is an Engineering Specialist Supervisor III-SES position responsible for managing the permitting and compliance monitoring of the Air and Solid Waste programs. Review all inspection records and supporting documents generated by the staff under the supervision.  Work is performed under the supervision of the Environmental Administrator-SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions. This position is responsible and accountable for the performance of the field staff under the supervision. This position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, F.A.C.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Confidential information sets include permit application information. Access to Health Management System (HMS) for Daily Activity Report (DARs) entry and supervisor approval only.

 

Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, as needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.

 

Responsible for implementing and directing all permitting, licensing and compliance monitoring responsibilities pursuant to County Environmental Control Ordinances, and Specific Operating Agreements (SOAs), the Title V air funding agreement with the Florida Department of Environmental Protection (FDEP), funding agreements with the US Environmental Protection Agency (USEPA). 

 

Supervises the review and processing of state permits in air and solid waste sections in accordance with County, State and Federal regulations and policies. Conducts in-depth technical review of applications and engineering plans to ensure applicable requirements will be met.  Establishes testing, monitoring and reporting requirements to be incorporated into permit conditions. Manage all database entries in Air and Solid Waste Program timely and accurately, as per the procedures and directives from the FDEP and the USEPA.

 

Coordinates and supervises the Title V permitting program for major stationary sources in accordance with the Title V air funding agreement.  Evaluates complex air pollution sources and respective emissions for applicability to Title V standards.  Ensures Title V permits are prepared and issued in accordance with federal and state requirements.  

 

Supervises and directs the compliance monitoring activities of air pollution and solid waste facilities to ensure all facilities are operating in accordance with permitted conditions.  Meets all prescribed inspection targets and data quality standards and supervises the preparation of the air emissions inventory for County.

 

Assists the administrator in preparing the grant applications to be submitted to FDEP and USEPA.

 

Represents the Florida Department of Health County Health Department while attending meetings and conferences with other governmental bodies, citizen groups and consulting engineers advising them on matters pertaining to air pollution rules, regulations, procedures and policies.

 

Participate in the standard activities; Outreach, Suggestions, and/or Teamwork.  Attends after hour meetings as needed.

 

Performs other duties as assigned.

  • Knowledge of terminology, principles and analytical techniques of the physical or natural sciences.
  • Ability to understand and apply rules, regulations, policies and procedures in conducting inspections and complaint investigations.

Qualifications:

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

  • A bachelor's degree from a college or university with major in an engineering field (F.S. 471).

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License
  • Hard hat, steel toe safety boots, and eye and ear protection required for this position.
  • Must be able to work outdoors for extended periods of time.

  • This position is in an Environmental Public Health on-call rotation for after hours duty in the evenings, on weekends and on holidays.
