Environmental Specialist III Pending Reclassification to Environmental Specialist II


This professional position in the Southeast District Permitting Program is primarily responsible for processing and evaluating Environmental Resource Permit (ERP) applications pertaining to dredge and fill activities in, on, or over wetlands or surface waters; sovereignty submerged land authorizations; wetland determinations; and mangrove trimming activities.  In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. 


In their primary program area, the incumbent shall process and evaluate intermediate to moderately complex ERP applications pertaining to dredge and fill activities in, on, or over wetlands or surface waters; sovereignty submerged land authorizations; wetland determinations; and mangrove trimming activities.  Applications are reviewed in accordance with Chapters 403, 373, 253, 258, applicable Florida Administrative Codes (F.A.C.), the Submerged Lands and Environmental Resources’ Operations and Procedures Manual, Department and Board of Trustees of the Internal Improvement Trust Fund policies, and time clocks established by statute/rule:


Scheduling and participating in pre-application meetings and site visits, providing information to applicants, agents and representatives of other governmental agencies to inform them of statutes, rules, policies and to explain the ERP permitting procedures;


Determines the appropriate form of regulatory authorization and the appropriate form of state lands authorization, including leases, easements, temporary use agreements, delegations of authority, and other forms of consent of use for sovereign submerged lands;


Reviews and evaluates complex and technical biological, ecological and water quality data submitted as part of an application to make an assessment of the ecological conditions of the proposed activity site, and the environmental impacts of the proposed activities pursuant to Chapter 373, Florida Statutes (FS). Evaluates the secondary and cumulative impacts of proposed activity.


Conducts site inspections to determine environmental impacts to surface waters and wetlands, water quality, and sovereign submerged lands, and prepares concise technical reports of findings.


Verifies and delineates the landward extent of wetlands and surface waters by the identification of vegetation, hydric soils, and hydrologic indicators in accordance with Rule 62-340, Florida Administrative Code. Utilizes GIS software, soil surveys, and historic aerial photographs to conduct wetland delineations.


Evaluates mitigation proposals using the Uniform Mitigation Assessment Method (UMAM), or other approved method.


Coordinates and attends meetings with representatives of state, federal and local government, organizations and private interest stake holders to minimize effects of proposed activities to the aquatic and wetland resources.


Reviews ERP applications for qualification of Federal State Programmatic General Permit (SPGP) program pursuant to an agreement with the US Army Corps of Engineers.


Drafts documents for review and approval including: requests for additional information; preliminary evaluation letters; exemptions; general, individual, and conceptual environmental resource permits; denials; notice of intents, delegations of authority, conservation easements, etc.


Represents the Department at Administrative Hearings. 


In addition to the ERP program area, the incumbent is expected to process and evaluate basic applications in a secondary permitting program area including, but not limited to, Domestic Wastewater, Industrial Wastewater, Potable Water, Air, Solid Waste, or Underground Injection Control Permitting.

Knowledge Skills and Abilities:


Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of Chapters 403, 373, 253, 258, Florida Statutes

Knowledge of and familiarity with fundamental ecological principles, wetland terminology, mitigation principles, hydrology and various wetland community types found throughout South Florida

Knowledge of collecting, evaluating, analyzing and interpreting scientific and technical data 

Ability to work effectively, independently and under pressure; to plan, to organize and to prioritize workloads

Ability to effectively communicate orally and in writing

Ability to perform field inspections involving hiking or wading in mud or water, swimming, snorkeling, climbing over/under obstacles, often in extreme heat, humidity or rain, or cool water, and to drive up to 250 miles/day

Ability to establish and maintain effective working relationships with DEP staff and the general public

Ability to employ critical thinking to solve problems and improve procedures

Ability to maintain a valid State of Florida Driver’s License
