Specific Responsibilities:

This is an Environmental Specialist III position in the County’s ambient air monitoring network which includes sites that are part of the national and state monitoring networks. Work is performed under the general supervision of the Air Programs’ Environmental Manager – SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to Health Management System (HMS) for Daily Activity Report (DAR) entry only.  May view, update and release information as needed.

 

Operates and maintenance of the County’s ambient air monitoring network; ensures operations are carried out in accordance with standard operating procedures and criteria established by the U.S. Environmental Protection Agency (EPA) and Florida Department of Environmental Protection (DEP). Conducts quality control in the collection of data; develops and maintains a spare parts inventory for minor repairs and maintenance; schedules periodic servicing of equipment; maintains the computerized data management system; coordinates the collection, reduction and compilation of air monitoring data; ensures that data meets the capture efficiency and accuracy/precision requirements of the Florida Department of Health Palm Beach County, DEP and EPA.

 

Performs calibrations and performance checks on air monitoring instruments and support equipment in accordance with the Quality Assurance plan to ensure that the data collected is legally defensible.  Conducts routine data collection and handling operations. Performs routine maintenance on air monitoring instruments, and support equipment calibration and data management system, and makes repairs utilizing manufacturers’ trouble shooting manuals and special diagnostic equipment and procedures.

 

Perform data review of work on the primary data acquisition system after the activities are conducted at the field site.  The data review encompasses data from any site in the Health Department network.  Conduct data reviews in a timely manner to meet prescribed deadlines specified in the data reporting Standard Operating Procedure (SOP) or as directed by his/her supervisor.  Report deviations from prescribed activities or observations as soon as possible. 

 

Install, configure and maintain air monitoring equipment to communicate with each other and with the central data collection server.  Trouble shoot network communications between equipment.  Assist other air monitoring personnel in configuring the air monitoring network systems.  Assists with computer and network support for the ambient air monitoring sites to include but not limited to data equipment installation and relocation.

 

Evaluates new equipment, techniques and procedures, and recommends changes to be implemented.  Assist in the development of new SOP for DEP Primary Quality Assurance Organization (PQAO); participate in SOP work groups to revising current Florida SOPs.

 

Attends designated workshops and meeting given by the EPA, DEP and other agencies to represent the Health Department air program. Assists in the dissemination of air monitoring from the air monitoring sites in the program operations and procedures. Assists in the establishment of new monitoring sites following EPA/DEP sitting criteria.

 

Participate in standard activities; Outreach, Suggestions, and/or Teamwork.

 

Performs other duties as assigned.

 

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of terminology, principles and analytical techniques of the physical or natural sciences.
  • Ability to operate and maintain scientific instruments utilized for monitoring environmental parameters.
  • Ability to understand and apply applicable rules, regulations, policies and procedures for an environmental program.
  • Skilled in the use of personal computers and software applications (For example, Microsoft Office Suite).
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate verbally and in writing concise and effective reports.
  • General knowledge of the regulatory requirements of the air monitoring program and related air program outreach activities.
  • Ability to conduct and/or participate in routine maintenance of air monitoring equipment Skill to develop strategies.

 

Qualifications:

Licensure/registration/certification requirements:

  • Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S.

Other job-related requirements for this position:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License.
  • Steel toe safety boots required for this position. 
  • Must be able to lift up to fifty pounds (50 lbs) and carry 15 ft or more for transporting equipment and supplies to our sites.
