Specific Responsibilities:

This an Environmental Specialist Ill position in the Water and Wastewater Section in the Environmental Public Health Program of the Florida Department of Health's (FDOH) Palm Beach County office. Work is performed under the supervision of the Environmental Supervisor II - SES. This position must exercise extensive theoretical and practical knowledge and experience of scientific and engineering principles in the water and wastewater fields. This position is responsible for the coordination and tracking of the Well Surveillance Program, performing inspections of community drinking water treatment (CW) and limited use systems (LU), wastewater treatment plants and lift stations; interpreting laboratory data; reviewing Consumer Confidence Reports, Cross-Connection Reports/Plans; providing technical assistance; ensuring compliance with federal, state and local rules and regulations; and updating FDEP and FDOH Databases. This position requires to exercise knowledge of drinking water treatment techniques, sampling and laboratory analyses, and understanding of related Florida statutes and rules. This position will investigate complaints and assist with investigations associates with the programs described above. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. 

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHO) Information Security Policy, Protocols and Procedures. Has access to Health Management System (HMS) for Daily Activity Record (DAR) entry only. This position will enter and updates information in Environmental Health Database (EHO) including inspections, permits, customer and billing information. May view, update and release information as needed. 

 

Serves as the lead inspector of the FDEP-FDOH Well Surveillance for emerging new substances found in water supplies such as per- and poly-fluorinated substances (PFOS and PFAS) responsible for tasks including but not limited to coordination with the Tallahassee Bureau office, tracking assignments, coordinating with residents and public utilities, leading the sample collection efforts at nearby potable wells, ensuring accurate well and source Global Positioning System (GPS) location and data entry Into state database, public notifications, and training of staff. 

 

Serves as the lead inspector performing sanitary surveys of Public Water Treatment Systems (PWS) for compliance with federal, state, and local rules and regulations. Collect bacteriological and chemical samples and reviews the results. Reviews Monthly Operating Report data for drinking water systems; enters data into database and maintains Drinking Water program files. 

 

Assists privately owned lift stations, Clean Water Act Program, sewage spills response program, and other Sections programs as needed including but not limited to inspections, enforcement actions, complaint investigations. 

 

Perform other work assignments and projects as deemed necessary by environmental manager and environmental Administrator. Participate in the standard activities; Outreach, Suggestions, and/ or Teamwork. 

 

Performs other duties as assigned.

Qualifications:

  • Certification as Environmental Health Professional by the State Health Office Field Standardization.  Bachelor’s degree from an accredited college or university with major coursework in environmental health, environmental science, or a physical or biological science.  Major coursework is no less than 30 semester hours or 40 hours of class work in accordance with 64E-18, FAC.

Other job-related requirements for this position:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License. 
  • Hard hat and steel toe safety boots are required for this position.
  • Must maintain certification under the Onsite Sewage and Disposal Program.
