Specific Responsibilities:

This is a Government Operations Consultant Ill position within the Florida Department of Health Palm Beach County Health Department, Public Health Preparedness (PHP) program providing administrative and consultative support the management and coordination of Emergency/Disaster preparedness, logistical, disaster preparedness, emergency relief and recovery efforts relating to all Hazards natural and man-made, terrorist threats, and events of mass casualty potential for the Palm Beach County Health Department (CHD). This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. System access includes Health Management System (HMS) for purposes of entering Employment Activity Reports (EARs); My Florida Market Place (MFMP), FIRS, Everbridge and Ready Op Emergency Communication Systems.

Responsible for community wide Cities Readiness Initiative (CRI) Planning activities in Palm Beach County. Develop realistic and comprehensive plan for providing mass prophylaxis to the entire population of PBC according to guidelines. Coordinate activities with various partners such as Palm Beach County Office of Emergency Management PBC DEM, Law Enforcement and Fire Rescue Officials, School District Personnel, Healthcare District Pharmacy, American Red Cross, Palm Tran, United Way of PBC, Area Hospitals, faith-based organizations etc. Assist with developing Memorandum of Understandings (MOUs) for Points of Distribution (POD) locations. Develop logistical plans for the storage, activation, and delivery of CRI supplies to pre-identified POD. Identify Alternate Medical Treatment Facilities (AMTF) to lessen surge burden on local area hospitals. Monitor and update CRI budget and expenditures and work closely with Finance and Accounting Budget Manager to track spending.

Responsible for Community wide outreach activities to identify risk homebound communities, large employment centers (over 1000 employees), municipalities and other government agencies to arrange for such groups to medicate their own employees using credentialed volunteers. Staff community wide health and wellness fairs with CRI information. Prepare presentations reports and other technical materials, under the direction of the Emergency Preparedness Manager, as needed for FDOH CHD CRI emergency operations. Attend and conduct meetings, trainings and conferences as necessary to maintain FL DOH Palm Beach County's CRI emergency readiness. Facilitate communication and dissemination of information amongst community wide emergency response partners.

Assist with providing technical oversight/resources and logistical training support to first responders and community partners, in the event of any CRI activation incident, with emphasis on decontamination procedures and personal protective equipment (PPE), triage and treatment protocols, and coordination of mass prophylaxis/vaccination programs. Assist with continued in-house Incident Command System (ICS) and National Incident Management Systems (NIMS) of FDOH Palm Beach County Health Department personnel in accordance with Project Public Health Ready (PPHR) training schedule for POD staffing and CRI operations. Administer Quarterly POD drills through Everbridge, maintain contact as needed through Everbridge. Assists in coordination of the National Incident Management System (NIMS) and FEMA training for FDOH CHD staff and provide CHD Office of Emergency Management (OEM) with current training certificates of our staff who are assigned Emergency Operations Center (EOC) Activation Duty.

Coordinate the recruitment of CRI POD volunteers through the United Way as Emergency Support Function (ESF 15), with FDOH CHD's Public Private Partnership (PPP), and with PBC Medical Society's Medical Reserve Corps (MRC). Coordinate development of credentialing system for volunteers.

Provide assistance to FDOH Palm Beach County Health Department's Epidemiology program regarding investigation of food and waterborne outbreaks, and surveillance and monitoring of emerging diseases. Coordinate with Information Technology Program to insure for all emergency redundant communication needs. Assist with influenza like illness planning activities, with emphasis on mass vaccination or medical countermeasures mobilization. Assist with implementation of emergency alert and notification systems, including but not limited to, PBC OEM's Dialogic Notification System and Florida Department of Health's Emergency Notification System (FDENS).

Participates in the planning, trainings, and exercises, and attend meetings related to All Hazards and Disaster Preparedness at the local, regional, state, or federal level. Implements Homeland Security Exercise Evaluation Program (HSEEP) requirements for FDOH CHD PHP drills and exercises. Assists with on-going implementation of the national Association of City and County Health Officials (NACCHO) and Project Public Health Ready (PPHR). Provides support and participates in the FDOH CHD Residency Program's annual PHP Rotation. Perform other related duties and responsibilities as may be assigned, such as participating as a member of the Palm Beach County Sheriff Office's Regional Fusion Center.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Ability to use of PPE and Decon Equipment.
  • Ability to use personal computer and software, (Microsoft Office, Word, PowerPoint Excel and Access)
  • Ability to communicate verbally as well as in writing and public speaking.
  • Knowledge of Incident Command System, NIMS, Weapons of Mass Destruction, Disaster Behavioral Health, Emerging Infectious Diseases and “All Hazards” Planning.
  • Knowledge of PPHR and the 17 Emergency Support Functions.
  • Ability to operate non-conventional communication system (i.e., 800 Mhz radios).
