Specific Responsibilities:

This is a Health Information Specialist position responsible for collecting, analyzing, and processing information into confidential data sets, and communicating with the Healthy Beginnings System of Care Agencies in accordance with the requirements of the Children’s Services Council of Palm Beach County grant.  Works as a team player and creates strong working relationships to meet and accomplish the goals of the Agency and the Healthy Beginnings Healthy Start Coalition of Palm Beach County. Work is performed under the supervision of an Operations & MGMT Consultant I.  This position requires independent judgment, initiative, applying general knowledge of fiscal and business practices and skill in applying instructions to accomplish various job functions.  Adherence to all established Florida Department of Health Safety Procedures and Practices while in the workplace and in the community.

 

This position is designated as a sensitive position and requires maintaining confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) and Children’s Services Council (CSC) Information Security Policy, Protocols and Procedures.  Confidential data sets: has access to Health Management System (HMS) – Healthy Start, and Employee Activities Record (EARS); Well Family System (WFS); Healthy Beginnings Data System (HBDS); Florida Medicaid Management Information System (FMMIS); Change Healthcare (CHANGE); Vital Statistics (E-Vault); and Florida Statewide Travel Management System (STMS).

 

 

Assesses, analyzes, and enters Healthy Start Prenatal and Infant Risk Screen demographic information and assessment responses into confidential data base systems HBDS, HMS and WFS, according to contractual defined deadlines. Views and enters birth record data from E-Vault to HBDS. Updates confidential information into various database.

 

Processes referrals to appropriate Healthy Beginnings Centralized Intake and Referral Agencies based on client consent for services and risk screen results ensures Medicaid eligibility for reimbursement and enters Medicaid Identification Numbers into WFS. 

 

Assesses, analyzes, and enters required Healthy Start Pathway screenings, forms, assessments and required Health Start provider direct service codes into database within contractual defined deadlines.  Assesses, updates and processes voided forms in the HBDS Queue, and research root causes. Provide support to the team to balance the workload and complete all work each day as established by the supervisor.

 

Completes and provides supervisor daily work log and productivity reports for the purpose of compiling statistical data for reports and other related materials.  Answers incoming phone calls, completes scanning, copying, and processing of incoming and outgoing mail. Attends required trainings, staff meetings and reflective supervision sessions.

 

Performs other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge in data entry with accurate keyboard skills
  • Knowledge in using Microsoft Outlook applications, (Outlook, Word, Excel, PowerPoint) to work successfully with department processes, procedures, and for standard departmental communication, reporting and analysis purposes  
  • Ability to communicate verbally and in writing in a comprehensible, focused, and appropriate manner
  • Ability to apply critical thinking, decision making, and problem solving
  • Ability to plan, organize and coordinate work assignments
  • Ability to quickly learn multiple processes with computer systems, use a computer, access, and navigate multiple software applications in a Windows environment.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

  • Valid Driver’s License.
  • Travel may be required for mandatory trainings and continued education.
  • This position works primarily in an office setting and involves sitting for long periods of time, the moving, lifting, pushing, and carrying objects up to 25 lbs., multiple times throughout the day, and at times, walking up and down stairs.
