Specific Responsibilities:

 

This is a Human Services Program Analyst position assigned to the Florida Department of Health in Palm Beach County, HIV Communicable Diseases Program. Work is performed under the supervision of the Operations & Management Consultant II - SES. This position performs active and passive surveillance of suspected and confirmed cases of HIV and AIDS, analyzes and disseminates data. Performs expanded HIV/AIDS Surveillance activities to identifying risk of exposure and investigates reported Pediatric HIV/AIDS cases. Maintains local HIV database used to track and assign Electronic Lab Reporting (ELR) labs sent from the State Health Office (SHO) HAL Lab Reporting System and/or to the secure folder. Audits records to ensure accuracy and completeness. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Will have access to the following confidential data sets: Clinical Information, STD Case Reporting and Surveillance, HIV/AIDS Case Reporting and Surveillance and TB Case Reporting and Surveillance. May view, update, or release information. This position has access to Health Management System (HMS) for the purpose of entering Employee Activity Reports (EARS) and HMS EHR access for reviewing client information in progress notes, and all other clinical data including but not limited to client demographics, medications, labs, and provider assessments.  Utilizes Florida Highway Safety and Motor Vehicles DAVID application to find demographic and locating information for stalled patient investigations.

 

Investigates HIV and AIDS cases reported with no identified risk (NIR).  Contacts reporting providers to ascertain risk information. Requests and reviews medical records from public and private hospitals and other reporting sites.  Establishes active liaison with the CHD STD and TB Programs and other community partner HIV testing sites.  Conducts routine matches (record searches) with STARS, TB database, AXIOM database and case management agencies to help identify risk and expanded risk information.  Prepares updates and submits reclassification of No Identified Risk (NIRs) to the State Health Office (SHO).  Identifies providers with high NIR rates and provides to them feedback and technical assistance. Coordinates NIR in-service trainings for community partner HIV testing sites with the local Early Intervention Consultant (EIC).

 

Assists in the completion of case reports, data requests, and validations. Provides written and oral presentations on HIV surveillance data and HIV prevention and transmission to the community, client and healthcare professional groups.  Attends meetings with community partners to share vital information. 

 

Maintains confidential information in a secure manner.  Functions as the Assistant Security Manager for HIV/AIDS Surveillance Unit.  Acts as an alternate information/key custodian.  Assists in ensuring security compliance, providing security to training to staff, and conducting security reviews and audits. 

 

Provides support and coordination of Surveillance office activities, including answering phones, record searching, filing, developing forms and tools, conducting in-service training, training new team members, and assisting in special studies. Attends overnight conferences, workshops, and trainings as needed.  Stays up-to-date with HIV prevention and treatment issues, and HIV surveillance policy and procedure.  Participates in scheduled HIV Program and surveillance unit staff meetings and trainings. 

 

Reviews case report forms for completeness and accuracy and addresses any discrepancies prior to electronic submission to State Health Office (SHO).  Scans completed HIV/AIDS case report forms to the SHO secure folder.  Maintains local HIV database used to track and assign Electronic Lab Reporting (ELR) labs sent from SHO’s HAL Lab Reporting System and/or to the secure folder. Validates and audits Axiom Pro to ensure accuracy and completeness of imported HIV/AIDS case documents.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.  
  • Valid Driver’s License.
  • Must successfully complete the HIV/AIDS Surveillance Module Training.
  • This position requires travel throughout Palm Beach County.

 

Working hours:

(A) Daily from 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40  (C) Explain any variation in work (split shift, rotation, etc.): Hours may be adjusted to meet the needs of the community.  This position requires daily in-office or field work.
