Specific Responsibilities:

This is a Human Services Program Analyst position assigned to the Florida Department of Health in Palm Beach County HIV Program of Epidemiology and Communicable Diseases. Work is performed under the supervision of the Senior Human Services Program MGR – SES.  This position functions as the Prevention and Training Consultant (PTC) in the HIV Program. This position requires knowledge of high impact prevention strategies, and the ability to collect, compile, and analyze data. Requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position requires travel throughout Palm Beach County.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures.   This position has access to the Health Management System (HMS) for the purpose of entering Employee Activity Reports (EARS).  

Ensures sufficient allocation of High Impact Prevention (HIP) strategies, activities, and interventions, targeting high burden populations based on local priorities and resources. Assists the Early Intervention Consultant and HIV Prevention Staff in ensuring that HIV testing, condoms, and other prevention tools and resources are available and readily accessible to all priority populations in the area. Conducts targeted outreach, to include HIV testing, to all priority populations in assigned area, including mobile unit outreach in collaboration with the HIV Prevention Staff and Palm Beach County Ending the Epidemic Staff. Conducts established HIV prevention activities and interventions for established priority populations in the area. 

Provides technical assistance (TA) and capacity building to County Health Department (CHD) staff and community-based organizations (CBOs) on high-impact prevention interventions, HIV testing and outreach. Participates in quality improvement (QI) and TA activities for the area.   Establishes positive collaboration with other local Florida Department of Health (FDOH) programmatic staff in the area of Disease Control, including STD Program, Surveillance, HIV Prevention Staff, HIV Community Liaison, Early Intervention Consultant (EIC), and Contract Managers.  Serves as a local resource for established HIV prevention strategies and activities and maintains awareness of all area activities that include HIV Counseling, Testing and Linkage (CTL), outreach, condom distribution, established prevention interventions, linkage to care, treatment as prevention, and community mobilization. Maintains awareness of established HIV prevention strategies and activities at both the state and federal level.

Participates in local community planning processes. Encourages and evaluates local participation on national HIV/AIDS awareness day events.  Participates in local prevention campaigns as assigned. Provides HIV education or HIV 101 as needed. Participates in all PTC calls, workgroups, and meetings, as scheduled by HIV Section in Tallahassee. Travels to statewide PTC meetings as assigned. Completes and submits PTC Annual Workplan, and Quarterly Reports by the established deadline. Maintains adequate quality control documentation related to the distribution of incentives, promotional items, condoms and literature. Produces supply distribution reports as requested. Works with CTL and surveillance staff to evaluate area HIV prevention program by requesting and reviewing local HIV/AIDS data on a regular basis. Recommends changes in programs based on this data and/or other evidence, in collaboration with the HIV/AIDS Program Coordinator, Early Intervention Consultant, Surveillance staff, and the HIV Prevention Program. Ensures prevention activities and strategies are targeted to the area’s priority populations based on local epidemiologic data. Ensures that interventions reflect CDC and FDOH High Impact Prevention guidelines.

Required Knowledge, Skills, and Abilities:

  • Knowledge of computer software and applications.
  • Knowledge of and experience with HIV/AIDS, and STDs, and current related issues.
  • Knowledge of area Community Based Organizations (CBO’s) and local HIV/AIDS organizations.
  • Knowledge of high-impact HIV prevention strategies, activities, and/or interventions.
  • Ability to train and motivate community members and professional staff.
  • Ability to establish and maintain effective working relationships with organizations, groups and individuals.
  • Ability to plan, organize and facilitate community events.

Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Working hours:   

(A) Daily from 8:00AM to 5:00PM   (B) Total hours in workweek 40.

(C) Hours may be adjusted to meet the needs of the community. This position is assigned to perform field work and may be required to work a flex schedule, to include evening and weekends, as program requires.
