LAW ENFORCEMENT INVESTIGATOR (CRITICAL INCIDENT)

GENERAL STATEMENT:

The duties of this position require a constituted state law enforcement officer (pursuant to 379.3313, F.S.) certified by the Criminal Justice Standards and Training Commission, empowered to enforce all laws of the State with full powers of arrest.  Responsibilities are to protect life, limb, and property on the waters and lands of the State.  Enforce fish and wildlife laws and regulations, federal rules and regulations and boating safety enforcement.  This includes, but is not limited to, regulations of salt and freshwater fisheries, hunting, and the protection of both game and non-game species of fish and wildlife.  This position investigates alleged violations of resource laws, seizes evidence, makes arrests, and testifies in court.  Provides general police protection for citizens and visitors who use the lands and waters of the State of Florida.  This position assists other agencies, upon request, in controlling and securing areas during disasters, hurricanes, fires, etc. and is subject to call 24 hours a day, 7 days a week.  This position requires independent judgment and the ability to apply technical law enforcement knowledge with limited supervision.

Responsibilities of the Investigator designated as a Critical Incident Investigator include but are not limited to the following:  Work both independently and as a member of a team conducting the full range of FWC Division of Law Enforcement investigations; Conduct background investigations; Assist other Investigators as directed by supervisor; Conduct referred investigations; Collect and disseminate intelligence with uniformed patrol; Other duties as directed by supervisory members; Conduct major boating accident investigations; Conduct hunting accident investigations; Conduct vessel theft and title fraud investigations; Conduct alligator attack investigations; Conduct and coordinate investigations on state lands.

Responsibilities of the Investigator designated as a Captive Wildlife Investigator include but are not limited to the following:  Inspect all wildlife held in captivity to ensure compliance with State laws and rules regulating humane treatment and safe housing of wildlife; Inspect all entities involved in the commercialization of fish and wildlife;  Maintain competency in remote chemical immobilization techniques;  Maintain competency in the handling of wildlife; Conduct fatality and injury investigations relating to captive wildlife; Mentor and train sworn members in captive wildlife regulation; Serve as a Point of Contact for media in cases relating to captive wildlife; Other duties as directed by supervisory members.

Responsibilities of the Investigator designated as a Port Investigator include but are not limited to the following:  Investigation of port crimes; Inspect ports of entry and common carriers to detect violations of state and federal laws relating to the importation, transportation, and exportation of wildlife and aquatic life; Perform on-site investigations at major seaports, common carriers, commercial and private; wildlife facilities or other properties to detect violations of laws relating to the illegal importation or possession of fish and wildlife with emphasis on endangered species and exotic wildlife; Conduct short-term and long-term investigations targeting the commercialization of fish and wildlife and the illegal exotic fish and wildlife trade; Mentor and train sworn members in port inspections; Serve as a Point of Contact for media in cases relating to port investigations; Other duties as directed by supervisory members.

Responsibilities of an Investigator designated as a Resource Investigator include but are not limited to the following:  Conduct, coordinate and monitor undercover operations and investigations; Utilize tracking, electronic and surveillance devices; Mentor and train sworn members in conducting covert investigations; Assist with the management of informants and confidential informant files; Support sworn members with undercover/surveillance elements of their investigations; Conduct investigations of commercial fish and wildlife trafficking; Conduct Internet based crimes investigations; Other duties as directed by supervisory members.
