Specific Responsibilities:
This is an Office Operations Manager II - SES position in the Environmental Public Health (EPH) Administration Bureau, responsible for supervising and coordinating the activities of clerical and administrative support staff. Work is performed under the supervision of the Environmental Administrator-HLTH. This position is part of the On-Call roster in order to maintain an optimal number of positions in the rotation. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.
This position is a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Confidential Information Sets: Environmental Health client data. This position may collect fees, reconcile cash drawers, approve requisitions, and access budget information. This position has access to add and update the Environmental Health Database, FIRS, FIS, My Florida Market Place (MFMP), and any other systems as it relates to the position. Has access to Health Management System (HMS) to enter and approve Daily Activity Reports (DARs).
Supervises, coordinates, and oversees the activities of clerical and administrative support workers within EPH, including those engaged in customer service functions as well as shipping, mailing, receiving, distribution, and transportation operations.
Oversees administrative support services for EPH, addresses customer complaints, and formulates responses to inquiries regarding services and procedures.
Serves as the backup approver for the EPH Director in My Florida Market Place (MFMP).
Manages EPH records, equipment inventory, personnel issues, purchase orders, supplies, and equipment maintenance/repairs while implementing the EPH paperless initiative. This involves overseeing the conversion of paper records into an electronic data storage system and ensuring the proper disposition of paper copies in compliance with the Department of Health (DOH) records retention policy.
Provides technical guidance and recommendations to the EPH Director regarding administrative support, customer services, and personnel actions.
Ensures all EPH equipment inventory is maintained accurately and up to date using electronic asset inventory tools.
Works closely with the Personnel Liaison Office to ensure the completion of all personnel documentation, including recruitment processes, recruitment packages, reclassification packets, Critical Systems Access (CSA) forms, and exit interviews. Proofread all personnel related documents prior to their submission to the Personnel Liaison Office.
Participate in the standard activities; Outreach, Suggestions, and/or Teamwork, including acting as facilitator to one or more teams.
