Specific Responsibilities:

This is an Operations and Management Consultant Manager - SES position responsible for the overall administrative management of the Healthy Beginnings Nurses, the Nurse-Family Partnership, the Women’s Health Initiative, and the Data Entry Team cost reimbursement contracts with the Children’s Services Council (CSC) of Palm Beach County and collaborates with program managers to meet program goals of  improving pregnancy outcomes, child health and development, and the parental life course for families in Palm Beach County.  Work is performed under the supervision of a Public Health Services Manager F-SES.  Acts as Key Custodian. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position requires independent judgment, initiative, applying general knowledge of fiscal and business practices and skill in applying instructions to accomplish various job functions.  Adherence to all established Florida Department of Health Safety Procedures and Practices while in the workplace and in the community.

 

This position is designated as a sensitive position and requires maintaining confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) and Children’s Services Council (CSC) Information Security Policy, Protocols and Procedures.  This position is designated as the Key Custodian for this office as per the DOHP-50-10 Information Security and Privacy Policy. Confidential data sets: has access to Health Management System (HMS) – Employee Activities Record (EARS), My Florida Market Place (MFMP), Florida Statewide Travel Management System (STMS); Services Activities Management Information System (SAMIS); Well Family System (WFS), and the Healthy Beginnings Data System (HBDS). 

 

Plans, supervises, and coordinates work activities of direct reports by approving requests, processing program participant materials, developing and maintaining an electronic file management system, processing deliveries, and performing day-to-day administrative tasks. Consults with staff to discuss issues, coordinate activities, and resolve problems. Evaluates findings of investigations, surveys, and studies to formulate policies and techniques and recommend or determine improvements for staffing, programs, or business services. Combines evaluation, and reasoning with information and data to make decisions and solve problems making decisions about the relative importance of information and choosing the best solution. Implements corrective action plans to solve problems. Prepares, reviews, and submits reports concerning activities, that affect business or program services. Presents information at operational meetings to promote services, exchange ideas, and accomplish objectives

 

Analyzes internal processes and plans program-wide procedural and policy changes to improve operations. Designs and consults on process development and improvements. Conducts, prepares, and reviews reports, studies, publications, and research relating to operational trends and strategic program objectives. Breaks down information or data into separate parts. Develops, plans, organizes, and administers policies and procedures to ensure strategic administrative and operational objectives are met. Administers, interprets, and explains policies and procedures. Coordinates activities of staff to ensure continuing operations, maximize returns on investments, and increase productivity. Prepares and distributes written and verbal information to inform all employees of operational policies and regulations. Serves as subject matter expert to staff for Microsoft Office issues and internal databases.

 

Manages computer replacement with the Children’s Services Council of Palm Beach County and their designee. Creates and maintains a computer inventory database and an employee information database to meet the contractual requirements of the Children’s Services Council.  Oversees procurement activities such as order placement, purchase approval, invoice reconciliation, payment approval, and encumbrance reconciliation. Manages distribution of client incentives and program materials and inventory controls.

 

Acts as the primary contact for the Data Team contract.  Ensures accurately reports are completed and submitted on time. Negotiates and manages the Data Team contract with Children's Services Council. Prepares budget requests and monitors expenditures of funds for the Data Team contract.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License.
  • Out of state and/or out-of-county travel may be required for mandatory trainings and continued education.
  • This position works primarily in an office setting and involves sitting for long periods of time, and the moving, lifting, pushing and carrying objects up to 25 lbs., multiple times throughout the day, and occasionally working in a community setting and involves getting in and out of a vehicle, walking up and down stairs.
