The Work You Will Do:

Procurement Specialist /Turnpike Enterprise /Tolls System Support & Maintenance/ Statewide Toll Equipment Maintenance.

 

This position will manage procurement for toll system equipment and repair services, working with vendors and internal teams to secure quotes, resolve invoice issues, and process purchases. It supports technical teams by identifying and sourcing parts, maintaining the MOMS database, and ensuring availability of components needed for operations. The position also oversees fleet documentation, assists with property disposal, monitors daily parts needs, coordinates with engineering on scopes and standards, and supports emergency response operations.

Your Specific Responsibilities:

Obtains and negotiate quotes from vendors for the purchase of toll system equipment commodities or repair services; Coordinates with vendors, the Comptroller’s office and Turnpike headquarters to resolve conflicts with invoices, vouchers and packing slips; Orders commodities or repair services using My Florida MarketPlace and the State Visa purchasing card; Has the authority to make or approve purchases in excess of the $35,000 purchasing threshold. 

 

Analyzes and reads schematics to find acceptable replacement parts. Supports the Central Repair Depot, Toll Systems Support and Toll Systems Engineering in finding substitute parts to mitigate obsolescence, by contacting vendors, using vendor catalogs and other available means.

 

Assists in maintaining the Maintenance Online Management System (MOMS) parts database. Identifies and finds parts, enters/creates FDOT & Manufacturing parts requests and trains and assists Central Repair Depot and field personnel on identifying and finding parts in MOMS. 

 

Responsible for reporting and uploading all monthly mileage and fuel car receipts under the Fleet Management SharePoint website database for the Central Repair Depot with proper documents. Responsible for making sure that all FDOT vehicles have proper documentation that is up to date (e.g., insurance ID card, fuel credit card, etc.)

 

Assists with the proper disposal of tangible personal property which is obsolete, or the continued use is uneconomical, unsafe, inefficient or which serves no useful function. Abides by all applicable requirements of Tangible Personal Property, and approved Procedures.

 

Reviews MOMS reorder and backorder reports daily and orders the needed commodities identified; enters purchase activities into MOMS and other databases as required.

 

Coordinates with Toll Systems Engineering in reviewing “scope of services”, engineering drawings and documentation packages for completeness, and assists in finding local vendors for needed parts and services. 

 

Coordinates with other tolls procurement teams to ensure tolls' wide standards are developed and adhered to, ensuring consistency in the procurement methods and approach. 

 

Serves in times of emergency to support state response efforts and ensuring continuity of operations. 

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Electronic circuitry, parts specifications and electronic toll equipment.
  • Purchasing card procedures.
  • My Florida MarketPlace.
  • The Maintenance Online Management System (MOMS).
  • Purchasing needs assessments and projections.
  • Microsoft Office SW (Word, Excel, PowerPoint, Access, Teams, OneDrive, Microsoft Project and Adobe Acrobat.

 

Skills in:

  • The use of volt/amp meters, and basic hand tools.
  • Reading and interpreting technical documents, including wiring schematics and equipment manuals
  • Clear and concise communication, both oral and written

 

Ability to:

  • Read parts/wiring diagrams
  • Establish procedures
  • Interpret and implement directives from upper-level management
  • Maintain files and logs to meet records keeping and follow-up requirements
  • Use an automated inventory system
  • Prioritize and manage multiple projects and repair actions
  • Use computers for communication and record keeping.

 

Other Job-Related Requirements:

  • Ability to work at a height of 30 feet. Ability to lift 50 pounds. This incumbent must remain available to return to work during off duty periods.
