Specific Responsibilities
This is a Purchasing Specialist position in the Maternal Child Health (MCH) Program, responsible for the processing, monitoring, evaluating and tracking of Grant mandated assigned purchase requests for services and commodities for the Florida Department of Health Palm Beach County Health Department (FDOH-CHD) Maternal Child Health (MCH) Program, Healthy Beginnings Nurses (HBN), Nurse-family Partnership (NFP), Women’s Health Initiative (WHIN) Program, and the Data Team’s cost reimbursement contracts, in accordance with laws, rules, policies, and procedures contained in the state of Florida’s Purchasing Policy and applicable to the department’s operating procedures. Work is performed under the supervision of the Operations & MGMT Consultant MGR - SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.
This position is designated as a sensitive position and requires maintaining confidential information in accordance with the Palm Beach County Health Department (CHD) and Children’s Services Council (CSC) Information Security Policy, Protocols and Procedures. Confidential data sets: has access to Health Management System (HMS) Employee Activities Record (EARS), My Florida Market Place (MFMP), Florida Statewide Travel Management System (STMS); Nurse-Family Partnership Data System (FLO) and the Healthy Beginnings Data System (HBDS).
Works closely with program nursing consultants to select client incentives and resources age appropriate, meets program pathway mandated requirements, within budget, and in vendor stock. Process procurement requests for services and commodities as mandated by program grants. Obtains quotes from vendors, secures required procurement documentation, creates purchase requisitions, follows-up with vendors, verifies deliveries and submits invoices for payment processing.
Distributes program supplies, client materials and other related items on a monthly, and as needed, basis. Reviews all purchases, manages supply chain and inventory including but not limited to, stock levels, reorder points, reorder amounts, and suppliers. Provides management with inventory status, makes recommendations for using new items and suppliers, and acquires all supplies, program materials, educational materials, and client development tools. Forecasts purchasing and program requirements from database information and Excel inventory to ensure appropriate inventory is on hand.
Manages electronic files of identified program materials and updates as needed. Ensures sufficient materials are available to meet client needs. Creates, completes, assembles, and manages Healthy Start and Nurse-Family Partnership materials packets used to enroll and manage client progress. Responsible to extract data from HBDS and other systems to merge information with other documents to create pull-lists and labels for supplies distribution, provider letters, and notices. Analyzes data and reports to make recommendations and provide information to management on program and grant requirements, trends, potential problems, and potential opportunities. Manages and maintains nursing supplies inventory for HBN, NFP, and WHIN programs. Prepares onboarding supplies for newly hired nurses. Returns to inventory supplies and equipment returned by nurses who separate from the program.
Attends in person or virtual meetings, trainings, workshops, and conferences to keep up to date on changes in purchasing and fiscal requirements for both DOH and Children’s Services Council of Palm Beach County. Keeps nursing consultants up to date regarding current purchasing guidelines. Trains new staff on purchasing processes.

Required Knowledge, Skills, and Abilities:

- Knowledge in using Microsoft Office Suite applications (Outlook, Word, Excel, PowerPoint) to work successfully with department processes, procedures, and practices.

- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Valid Driver’s License.
- Travel is required to perform the duties of this position.
- This position works in an office setting and involves moving, lifting, pushing and carrying objects up to 25 lbs. multiple times throughout the day.
